About this file

This document is a Solicitation (Request for Proposal) issued by the Office of Management and Enterprise Services (OMES), Central Purchasing Division, on behalf of the Oklahoma State Department of Health for a contract to provide regulated biomedical waste and refuse disposal services for County Health Departments. The solicitation seeks a comprehensive turn-key waste disposal operation, including supplies, equipment, waste monitoring, labeling, loading, training, transportation, and disposal services that meet all applicable federal, state, and municipal regulations. The initial contract term is one year with four optional one-year renewals, and the estimated usage is 3,200 boxes/job per year. The bid will be evaluated using a lowest and best value criterion, with no multiple awards to be made.

The pricing will be proposed on a per-box basis and include all associated costs such as supplies, pickup, transportation, disposal, shipping, and fuel. Bidders must provide specific container specifications, including standard and overpack containers with precise dimensional requirements, RED biohazard symbols, and inner-liner bags meeting detailed material and testing standards. The solicitation requires bidders to demonstrate flexibility in adapting to changing needs, provide details about their waste pickup process, and list any value-added services. The biomedical waste streams are defined by OSHA regulations, and the waste can be decontaminated by autoclave rather than incineration. Each County Health Department will independently obtain their own Nestable Sharps Collectors, which are not part of this contract.
