About this file

This is a Request for Proposal (RFP) issued by the Town of Frisco, Colorado, seeking preconstruction services for the Frisco PFAS Mitigation project. The RFP invites qualified contractors to provide consulting services for a water treatment facility design at Well #7, which was taken offline in 2021 after detecting PFAS contamination. The proposal submission deadline is August 14, 2024, at 4:00 pm, with an estimated proposal award date of August 23, 2024. The project involves reviewing and providing input on design documents at 30%, 60%, and 100% completion stages, with anticipated milestones including 30% design review in September 2024, 60% design review in December 2024, and final design review in March 2025. The Town plans to potentially award a Construction Manager at Risk (CMAR) contract to the selected preconstruction services contractor, with construction expected to begin in June 2025.

The RFP emphasizes the need for a contractor with experience in CMGC or CMAR project delivery, PFAS or water treatment construction, and specific project experience in Colorado's mountain region. The project will be funded through the Colorado State Revolving Fund (SRF) loan program, and the selected contractor will be responsible for providing detailed construction cost estimates, reviewing SRF loan program requirements, and offering design input, value engineering, and cost-saving alternatives. The evaluation criteria will weight qualifications and references at 30%, project manager and personnel at 30%, project approach at 20%, and fee schedule at 20%. The Town reserves the right to reject any proposals and may conduct interviews with proposers to clarify or obtain additional information.

1. Invitation

The Town of Frisco (hereinafter referred to as “Town”) is seeking proposals from contractors (hereinafter referred to as “Proposer” or “Contractor”) to provide pre-construction consulting services as outlined in this document for the Frisco PFAS Mitigation project.

2. Background

The Town of Frisco’s municipal water system supply consists of a surface water treatment plant and three active municipal wells. In 2021, the Town tested its water supply for PFAS contamination and PFAS contaminants were detected in Frisco’s Well #7. Well #7 is located at 624 Recreation Way and is permitted for a capacity of 650 GPM. Since the PFAS testing, Well #7 has been taken offline and a design was initiated for PFAS mitigation to Well #7.

The Town contracted with Plummer Associates to design water treatment mitigation for Well 7.

The current design includes construction of an additional water treatment facility at the existing Well 7 location, inclusive of a new building, media pressure vessels, associated piping and equipment, associated electrical and instrumentation, approximately 400 linear feet of 8-inch buried pipe, two chemical storage rooms, a new driveway, and site improvements.

30% level design submittals were completed recently by Plummer.

3. Qualifications

The Town is seeking a contractor with the following experience:

• CMGC or CMAR construction project delivery

• PFAS or other water treatment construction experience

• Project experience in Colorado, particularly in the mountain region of Colorado

4. Scope of Work

The Town is seeking a qualified and experienced contractor to provide preconstruction services from 30% design to final construction documents.

The Town is already contracted with a design engineer, Plummer Associates, for design services.

This RFP is for a Contractor, experienced in water treatment construction, to complete preconstruction services as outlined below.

The Town anticipates proceeding with a Construction Manager at Risk (CMAR) construction services contract at the completion of design and pre-construction services. The Town may enter into a CMAR construction contract with the successful proposer of this RFP at the end of the preconstruction phase. The Town may advertise another RFP for the construction phase, or may decide not to proceed to construction.

The following items shall be completed by the Contractor

1. Meetings: Attend bi-weekly project meetings (virtual) with Town Staff and Plummer Associates, as well as other periodic meetings between Town, Plummer, and other agencies, including product manufacturers and CDPHE. Contractor to review progress coordinate efforts, discussed planned activities, provide design input, pricing input, and provide other construction expertise during meetings.

2. Design Input: The Contractor shall provide construction expertise on the 30%, 60%, and final design. Design input shall include the following:

• Provide recommendations: on construction feasibility; regarding actions designed to minimize adverse effects of labor or material shortages; on time requirements for procurement, installation, and construction completion; and on factors related to construction cost including estimates of alternative designs or materials, preliminary budgets, and possible opportunities for savings.

• Advise, assist, and provide recommendations on all aspects of the planning and design of the Work. Review site use and improvements, and the selection of materials, building systems, and equipment

• Review in-progress design documents, including the documents variously described as preliminary design documents, preliminary design report, design development documents, and the interim final drafts of the Drawings and Specifications, and provide input and advice on constructability, materials and equipment selections, and availability. Provide timely suggestions for modifications to improve:

o Ability to bid the Work:

Identify Work elements that may be difficult to price as presented in the design documents. Provide suggestions to reduce risk and to obtain better pricing from Subcontractors and Suppliers.

Provide suggestions on Work Packages to improve biddability, however, Engineer will not subdivide work into Work Packages for specific trades.

Determine that specified products are readily available and notify Engineer if equal or substitute materials might be available.

o Constructability, including sequencing or coordination issues:

Adequacy of details for construction;

Potential conflicts during construction;

Feasibility of construction;

Construction sequencing;

Ability to coordinate among Subcontractors and Suppliers; and Coordination between Contract Documents.

o Operability:

Ability to minimize disruptions to existing operations;

Ability to complete construction connections to existing facilities or utilities;

Modifications to facilitate initial start-up and/or performance testing;

and

Ability of Owner to operate/maintain the facility when completed.

o Possible use of patented, licensed, or copyrighted products.

o Requirements for Subcontractor and equipment and materials procurement.

o Completeness, consistency, and clarity.

• Subsurface conditions and Underground Facilities o Review information made available by Owner.

Review information pertaining to subsurface or physical conditions at the Site. Inform Owner’s Advisor of additional examinations, investigations, explorations, testing, or studies (Supplemental Investigations) of subsurface or physical conditions at the Site that Contractor concludes would be beneficial if conducted prior to commencement of construction.

Review information pertaining to Underground Facilities. Collaborate with the Engineer to improve the accuracy and completeness of information regarding Underground Facilities that Engineer incorporates into Work Authorizations.

o Owner’s Advisor will issue a Work Authorization for any necessary potholing, exploratory excavations, or other field investigations required.

• Research potential substitutes, furnish data and prepare a Preconstruction Substitute Request for other items of equipment or material.

• Provide review comments in writing. Verify that the Project design can be executed within the Owner’s Construction Budget, within the allotted Contract Times, and with available labor, equipment, and materials.

• Report to Town and Plummer of any elements of the design that appear to be in error or appear to require engineering review and possible resulting modification.

• Provide design alternatives and recommendations

• Provide input on budget and schedule for the design

• Provide value engineering and cost savings alternatives

• Provide input on long lead time items and procurement of materials

Note: The Contractor is not responsible for design of the Project. The Contractor does not control the project design or contents of the Contract Documents and does not assume responsibility or liability for the project design by performing these reviews. The Contractor’s review of the project design and Contract Documents and providing recommendations are only advisory to the Town.

3. Cost Estimates: Provide detailed construction cost estimates at the 30% design development, 60% design development, and 100% construction documents. Contractor shall also provide assistance on estimating annual maintenance costs, as well as alternative mitigation options.
