About this file

This document is Section 01 50 00 of the Tinker Air Force Base General Requirements specification, establishing contractor facility and staging area standards for construction projects at Tinker AFB.

Contractors must limit material and equipment storage to the immediate construction site or government-designated staging areas. Requests for additional storage beyond the project site require written submission to the Contracting Officer minimum 21 days prior to mobilization using the provided Staging Request Form (Attachment 1), including proposed location, square footage, items to be stored, and alternative locations. Approval is subject to Base Civil Engineer and Installation Commander review, considering personnel safety, anti-terrorism/force-protection requirements, mission needs, and distinguished visitor route proximity. The contractor must provide photographic documentation of staging areas prior to establishment for baseline restoration purposes. Staging areas require six-foot tall chain link fencing with dark green screening material providing minimum 80% concealment, with concrete post bases and wind resistance to 60 mph. The contractor bears all costs for utilities (except government provision of one paved surface access), temporary sanitary facilities (one self-contained single-toilet unit per 20 workers, serviced weekly minimum), refuse containers, and safety equipment including first aid kits and fire extinguishers (10-pound Class ABC units spaced maximum 100 feet apart, plus five-pound units in trailers). Staging areas must be maintained in clean, orderly condition with grass height not exceeding six inches throughout contract duration. Upon completion, contractors must vacate staging areas no later than 10 calendar days before contract end, remove all utilities and fencing, and restore areas to equal or better condition than pre-staging baseline. Job site support areas may be established short-term with written government approval but receive no paved surface access and must comply with identical requirements otherwise.
