About this file

This document is a pre-bid conference presentation for a competitive solicitation (00624) issued by the Washington Department of Enterprise Services (DES) to establish statewide contracts for Security Guard Services. The purpose is to provide uniformed security personnel to enhance the safety and security of assigned worksites. The solicitation includes four service categories: Level 1 unarmed, Level 2 armed with non-lethal weapons, Level 3 armed with firearms, and add-on services such as vehicles and supervisors. DES plans to award multiple contracts by geographic area, with reserved awards for certain categories. Bids are due September 22, 2024, and contract awards are anticipated by December 7, 2024 for an initial 2-year term with a potential 4-year extension.

The contracts will include an economic price adjustment provision tied to security guard wage data. Insurance requirements vary by service category, ranging from $1 million to $4 million in coverage. Bidders must submit required exhibits covering certification, profile, performance factors, pricing, and diverse business inclusion. DES will evaluate bids based on responsiveness, non-cost performance factors, cost, and compliance with Executive Order 18-03 regarding mandatory individual arbitration.
