About this file

This document is a Question & Answer response for the Security Guard Services contract solicitation (00624) issued by the Washington State Department of Enterprise Services. The solicitation is for on-site uniformed security guard services to be provided to Washington state agencies and other eligible purchasers across multiple geographic areas, including counties, cities, and other jurisdictions within the state. The solicitation will result in multiple contracts being awarded by specified geographic area and contract category. The document provides responses to questions regarding contractor spend data, attachment requirements, bidder qualifications, and the differences between statewide and county-level awards.

The document indicates the highest reported contractor spend amount was $5,554,460 in 2023, and the lowest was $14,232. However, specific county-level spend data is not available. The solicitation documentation, including previous solicitation history, is available online. Bidders are required to meet the qualifications outlined in the solicitation, and there are no special considerations for out-of-state providers. The statewide award differs from county-level awards in that the service rates must be consistent across the entire state if awarded the statewide contract.

Question # Question Response

Did this change the solicitation?

1.

For the purposes of scoping, determining possible staffing requirements at contract changeover and underlying administrative and logistical requirements across the State/various counties and contract sizes can you provide:

• Average sales per awarded contractor for 2023 and/or 2024

• Highest dollar amount (spend) to single contractor for 2023 and/or

• Lowest dollar amount (spend) to single contractor for 2023 and/or 2024, even if that number is $0.00

• Average Spend per county and Seattle City Limit/Tacoma City Limits for 2023 and/or 2024

• County with lowest spend and which county that was.

If you are seeking specific contractor spend data, you can locate that here: State Spending Reports (wa.gov) and search the awarded contractors found on the 03818 Security Guard Services summary page here:

Contract Summary (wa.gov)

Please be aware, this website is not specific to Statewide contracts only, but may be a helpful tool.

Additionally:

• The highest reported dollar amount (spend) for a single contractor in 2023: $5,554,460

• The lowest reported dollar amount (spend) for a single contractor in 2023: $14,232

We are not able to separate data per county, however.

No.

2.

I would like to clarify whether it is acceptable to submit a no greater than 500-word document for each work experience project in response to Exhibit B, Section 1: Company Experience, (b) Scope of Services.

Specifically, for subsection (b) Scope of Services, would it be appropriate to reference an attached "Armed Courtroom Security Guard" document as follows:

"(b) Scope of Services: Please see the attached Armed Courtroom Security Guard document."

Or is it required that the Scope of Services be written directly on Exhibit B? I have observed that other sections of Exhibit B specify either an attachment or summary, but this is not explicitly mentioned for Section 1.

You may include an attachment for Exhibit B, question 1:

Company Experience – so as long as the word total is no greater than the 500-word maximum requirement per project section (so what would be the combined total of what is entered within the document for that project, and the related attachment).

No.

3.

Could you please confirm if there are specific considerations or requirements for providers based outside of Washington State bidding on these counties?

Requirements for all bidders are included in the solicitation documentation, especially “Competitive Solicitation 00624” and “Exhibit A-1 – Bidder’s Certification”.

No.

4.

Could you please send me previous offers from other companies that are similar to this contract?

You can visit the contract summary page for 03818 here to view the previous solicitation documentation and winning bids under the “Historical Documents” dropdown menu.

5.

What is the difference between a statewide award and a county award? Does that mean I won’t be on the statewide contract if I’m not awarded a statewide award?

It may be helpful to view them as “service areas”. This solicitation will be awarded by category and specified geographic area, which can mean statewide, county, or city (Seattle or Tacoma).

What makes the statewide award different is that if awarded, the service rates will be the same statewide, regardless of area, and the awarded contractor must be able to provide services to the entire state of Washington.

All specified geographic areas are included as a part of this statewide solicitation and resulting statewide contracts.
