The project involves the complete replacement of roofing systems on a pre-engineered steel building originally constructed in 1986 and an addition built in 2002, covering approximately 6,200 square feet. The scope of work includes removal and disposal of existing metal trim, gutters, downspouts, roof metal, insulation, and fiberglass panels, followed by installation of new insulated metal panel (IMP) roofing with a basis of design specified as Kingspan KingSeam 5-inch panels with R40 minimum insulation and white Silicone Modified Polyester paint finish. Associated work includes installation of commercial-grade white steel gutters and downspouts, custom gable trim, ridge caps, roof flashing, and coordination of multiple utility relocations including GPS antenna, radio antenna, plumbing vents, radiant tube heater exhaust vents, and removal of rooftop exhaust fans. The project ODOT Project Manager is Shelby Stout. Substantial completion is required by October 15, 2026, with final completion by November 30, 2026. EXHIBIT 5 – SPECIFICATIONS

PROJECT OVERVIEW

May 11, 2026 Oregon Department of Transportation

Spray Maintenance Station Roof Replacement Project Location:

31459 Hwy 19 Fossil, OR 97830 ODOT Contact:

The ODOT Project Manager for this project is Shelby Stout.

· E-mail: shelby.stout @odot.oregon.gov

· Cell: (541) 952-1165

· Address: 3012 Island Ave La Grande, OR 97850

The ODOT Project Manager may designate an additional ODOT contact person or engineer to support with inspections or questions in the field.

Project Background The Spray Maintenance Station was originally built in 1986 as a pre-engineered steel building and an addition was constructed in 2002 on the northwest corner of the building. Both the original building and addition have blanket insulation draped over roof purlins, covered with metal roofing. There have been previous leak issues throughout the building that have been sealed as needed to keep the building watertight. The roof exhaust vents have been sources of leakage and will be eliminated with the new roof. A new roof will provide a sealed envelope along with increasing energy efficiency by adding R-value to the insulation. Roof penetrations will be limited as they will be rerouted or eliminated where possible.

Project Description:

The project shall consist of the replacement of the original 1986 building roof and 2002 addition roof. To remove and dispose of all existing rain gutters, downspouts, gable and eve trim, ridge cap, roof metal, and roof insulation then replace roughly 6,200sf with new insulated metal panel roofing, associated trim, and gutters.
