About this file
This document comprises as-built plans for the Spray Maintenance Station, a project managed by the Oregon Department of Transportation for roof replacement at the facility located in Gilliam County. The scope of work encompasses the removal and disposal of existing gutters, downspouts, trim, ridge cap, roof metal, and insulation from both the original 1986 building roof and the 2002 addition roof, followed by replacement of approximately 6,200 square feet with new insulated metal panel roofing, associated trim, and commercial-grade gutters and downspouts. The project includes custom gable trim, ridge caps, roof flashing, and coordination of utility relocations including GPS antenna, radio antenna, plumbing vents, radiant tube heater exhaust vents, and removal of rooftop exhaust fans. A mandatory pre-bid conference is scheduled for June 10, 2026, at 11:00 a.m. Pacific Time at the project site located at 31459 Highway 19, Fossil, Oregon 97830. Bids are due June 25, 2026, on a lump-sum basis. Substantial completion is required by October 15, 2026, with final completion by October 30, 2026.
The basis of design specifies Kingspan KingSeam 5-inch panels with R40 minimum insulation and white Silicone Modified Polyester paint finish. The project cost estimate ranges from $100,000 to $250,000 for bonding purposes. Bid security of 10 percent is required, along with performance and payment bonds equal to 100 percent of the contract amount. Contractors must hold an Oregon Construction Contractors Board license prior to bidding and demonstrate financial stability and past performance on similar projects. Oregon Bureau of Labor and Industries prevailing wage rates apply (Wheeler County / BOLI Region 12, effective January 5, 2026, as amended April 5, 2026). Contractors must carry Commercial General Liability insurance ($1,000,000 per occurrence / $2,000,000 annual aggregate) and Commercial Automobile Liability insurance ($1,000,000 per occurrence) with the State of Oregon and ODOT named as additional insureds. Liquidated damages are assessed at $600 per calendar day beyond substantial completion. Work must be coordinated during regular business hours (7 a.m. to 5 p.m., weekdays only) with the active maintenance station. Clarification requests and solicitation protests are due seven calendar days prior to bid opening. The ODOT Project Manager is Shelby Stout.
