About this file

This is a Specifications document for the Oregon Department of Transportation (ODOT) Fleet Operations and Services establishing a statewide, long-term, 10-year, multiple-vendor, Market Basket Type Price Agreement for the purchase of turn-key Class 3 and Class 5 trucks in various configurations based on NAFA Vehicle Classification Code System. The solicitation encompasses 10 distinct truck configurations, including both extended cab and crew cab variants with single and dual rear wheel options, featuring either flat beds with stake pockets, fold-down metal sides, or electric/hydraulic dump beds. ODOT is actively seeking bidders to submit complete and accepted documents for contract awards, with preference given to vendors bidding multiple classes and configurations to leverage multiple unit order discounts. A mandatory pre-bid conference will be held at ODOT Fleet Inspection, 455 Airport Road SE, Building L, Salem, Oregon, where prospective bidders must attend in person to participate in the bid process. The contract term is 10 years, though ODOT makes no guarantees regarding specific configurations, quantities of units ordered, or pricing adjustments based on operational needs and funding availability at the time of order placement.

All vehicles must be offered with both gas engines (largest offered in model) and diesel engines (largest offered in model), each paired with automatic transmissions and available in 2x4 and 4x4 drive configurations. Pricing must be current as of the bid closing date and reflect chassis and body configuration options available at that time. Orders will be placed with vendors providing the best coverage of needs, considering factors such as chassis availability, body availability, delivery timelines, and cost. Contractors must submit monthly written manufacturing status reports by the 15th of each month beginning the month following order receipt, and delivery must be completed within timeframes specified in purchase orders. ODOT reserves the right to cancel orders and source from alternative vendors if delivery cannot be completed as required or if goods do not conform to specifications. Liquidated damages accrue at 1/10 of 1 percent of the basic unit proposed price per state-recognized business day for late deliveries. All manufacturer warranties must be transferred to ODOT at no charge, with basic chassis warranties following manufacturer standards, engine/powertrain warranties at manufacturer standard, and body and options warranties for no less than one year. Contractor is responsible for all warranty repair costs and must respond to warranty repair requests within 48 hours of notification.
