About this file
This Addendum No. 1 to Invitation to Bid (ITB) #S-73000-00015441, issued by the Oregon Department of Transportation (ODOT), modifies the original solicitation for turn-key Class 3 and Class 5 truck configurations. The addendum reschedules the bid opening date and time to March 25, 2026, at 2:30 p.m., with a deadline for requests for clarification, change requests, and protests set for March 24, 2026, at 5:00 p.m. The mandatory pre-bid conference remains scheduled for March 18, 2026, at 10:00 a.m. at ODOT Fleet in Salem, Oregon. ODOT intends to award price agreements to all responsive, responsible bidders and plans to procure between 15 and 50 vehicles each biennium across 10 distinct truck configurations. All vehicles must include both gasoline and diesel engine options with automatic transmissions in 2x4 and 4x4 configurations, with mandatory options such as spare wheels, snowplows, and wiring. Delivery is F.O.B. destination to 455 Airport Road SE, Building L, Salem, Oregon 97301, with contractors required to submit monthly manufacturing status reports.
The addendum deletes Section 4.4 Price Adjustments entirely and modifies the Contractor Selection section of Exhibit G to clarify that ODOT will select contractors based on best total value, with delivery timeline designated as the primary selection criterion and potentially more important than price. ODOT reserves the right to contact all contractors submitting pricing for required equipment and options, request quotes from those meeting the delivery timeline, and award to multiple contractors if that approach provides the best total value. Bidders must acknowledge receipt of this addendum on the Bid Coversheet and must demonstrate a minimum of three years of relevant experience with at least three references from contracts completed within the last three years. The 10-year price agreement series has a not-to-exceed amount of $40,000,000, with multi-unit discounts available for orders of 5 to 10 units, 11 to 15 units, and 15 or more units. Bidders are required to certify compliance with non-discrimination laws, equal employment opportunity policies, and must carry comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000), Garage Liability ($2,000,000), and Garage Keepers Legal Liability ($1,000,000).

Requests for clarification, requests for change, and protests of this Addendum are due no later than:
3/24/2025 5:00 pm.
This Addendum modifies the Invitation To Bid (ITB) document(s) only to the extent indicated herein. All other areas not changed or otherwise modified by this Addendum remain in full force and effect. This Addendum is hereby made an integral part of the ITB document. Bidder must be responsive to any requirements of this Addendum as if the requirements were set forth in the ITB. Acknowledge receipt of this Addendum by indicating its number in the spaces provided on the Bid Coversheet – item 1 under Bidder Certifications. Failure to do so may result in Bid rejection. See the ITB regarding pre-opening modifications of Bids, where to send Bid modifications, requests for clarification or change and protests of this Addendum, and the deadlines for the foregoing.
THE PURPOSE OF THIS ADDENDUM IS TO:
Make the following changes:
1. Change the Bid Opening Date and time to 3/25/2026 at 2:30 pm.
2. Delete Section 4.4 Price Adjustments of the Sample Price Agreement in its entirety.
3. Modify Section 2. Contractor Selection of Exhibit G – Purchase Orders & Reporting Requirements of the Sample Price Agreement as follows. New language is Bold and Underlined; deleted language is struck through.
Contractor Selection. This Price Agreement is one of a series. ODOT will select from the available Price Agreements by choosing the Quote submitted the one that provides the best total value for the specific Goods and Services required. In making its selection, the ODOT purchaser will determine which contractors offer the equipment and options ODOT plans to purchase by reviewing the Price Agreements. ODOT will contact all contractors, in writing via email, who supplied pricing for the equipment and options needed and determine the ability of each contractor to provide the equipment within an identified delivery timeline. Of those contractors who can meet the required delivery timeline, ODOT will request Quotes and proceed with the contractor offering the best value, prioritizing delivery and taking into consideration any multiple unit discounts offered. Delivery timeline will, more often than not, be the primary basis for contractor selection and may be more important than price. To determine the best overall value, ODOT will consider equipment availability (including options), delivery timeline and price. It may arise that a contractor can supply some but not all equipment within the delivery timeline, and ODOT may determine that purchasing equipment from multiple contractors to fulfill a requirement presents the best total value. ODOT will consider the totality of the circumstances to determine from which contractor or contractors to purchase equipment
