SPECIFICATIONS

SCOPE: It is the intent of this Contract to provide safe access to the ODOT Headquarters and Annex Buildings, adjacent walkways, service and parking areas. City of Bend has an average of 34” annual snowfall. Contractor shall provide “snow removal” which includes all labor, equipment, materials and incidentals for removal of snow accumulation from the walkways, sidewalks, access and parking areas as shown on the attached map of the Oregon Department of Transportation Headquarters and Annex buildings properties.

LOCATION: Oregon Department of Transportation Campus Headquarters Building, 63055 N Hwy 97, Bend, Oregon and Annex Building, 63085 N Hwy 97, Bend, Oregon, as shown on Attachment A.

ORDERING OF SERVICES: Contractor will receive a call from the ODOT dispatch center or Region 4 personnel if it is determined that snow removal cannot be adequately performed with ODOT employees. Contractor is expected to arrive within 2 hours of receiving the call or 2 inches of snow accumulation, whichever is sooner. Once the contractor has been dispatched, snow removal is expected to continue as outlined below through the duration of the storm. The phone call for services will be followed up by an email from ODOT.

Unoccupied/Non-Business Hours Snow Removal Limitations:

Snow removal services during unoccupied or non-business hours shall be limited to a maximum of two service passes per overnight period and two service passes over any weekend period. This applies to any combination of services selected, including parking lot plowing, walkway/sidewalk clearing, or both. Additional service beyond these limits must be expressly authorized by ODOT.

DESCRIPTION OF WORK: Once dispatched, Contractor shall continuously remove snow accumulation of 2 inches or more. Snow removal shall continue throughout the duration of the storm event or until contacted by ODOT personnel to let contractor know to discontinue snow removal services. The initial call for services will designate if parking lot clearing, sidewalk/walkway clearing or both are required.

Snow removal will be performed in such a manner as to provide reasonable access to and use of walkways, sidewalks, access and parking areas. Snow may be piled on site, as agreed with the ODOT Project Manager regarding any accumulation of snow-plowed areas. In no instance shall shoveled, blown or plowed snow accumulation block sidewalks, walkways, access areas or driveways, vehicles, equipment or obstruct the view of directional or informational signs.

Snow removal shall include a light application of ice melt applied on the sidewalks and walkways around the buildings as well as handicap parking access paths. The material used by contractor shall be pre-approved by the ODOT Project Manager. Payment for application of ice melt is incidental to the bid item for snow removal.

All work shall be carried out in a manner as to provide the least possible inconvenience to and maximum protection of the public while removing snow.

EQUIPMENT AND LABOR: Contractor shall provide the equipment, labor and incidentals adequate to perform the snow removal work. Bids shall be the total cost per snow removal for 2 inches or more accumulation. One snow removal clearing includes all walkways, sidewalks, access areas and/or parking areas as shown on Attachment A, and light application of snow and ice melt on sidewalks and walkways. If needed, subsequent snow removal for an additional 2” or more accumulation will be paid as a separate snow removal and clearing during any snow event.

Contractor shall keep a daily log for all services rendered. Log shall include date, time(s) and weather conditions, labor and equipment hours, and any incidents or exception work (breakdowns, accidents or incidents, etc.). Logs shall be available to ODOT upon request.

Contractor shall use equipment and methods commonly used in the industry for a contract of this size and scope. Equipment shall be maintained in good working order and operated in a safe manner by trained, experienced operators.

Contractor is responsible for all maintenance and operating costs of contractor’s equipment.

CONTROL OF PARKING: The Contractor is responsible for removal of snow around any parked vehicles or equipment and shall not accumulate snow in a manner that obstructs vehicles or equipment. Contractor’s operations will not damage any parked vehicles, equipment, public or personal property while performing the work described in the Contract.

CLEARING OF OBSTACLES: The Contractor is responsible for the surface and other conditions of the parking area (including irregular surfaces or speed control bumps) to facilitate the safe operation of snow removal equipment. Should windfall trees, rocks or other obstacles interfere with snow removal activities, the contractor is to notify the ODOT representative of the situation, note the issue in the snow removal log, and proceed with snow removal in as much of the area as safely possible. Contractor should be prepared to remove minor debris such as small branches, which interfere with snow removal. Minor debris is to be moved outside the snow removal area. Removal of minor debris is considered incidental to snow removal services.

CONTACTS: As part of the contract, the Contractor shall provide a contact person and phone number that will be available to ODOT 24 hours per day.

INVOICING: Contractor shall submit invoices with ODOT Contract number, itemizing dates of service, labor, equipment and services provided. ODOT shall reimburse Contractor for pre-approved additional supplies, equipment or services at a rate not to exceed Contractor’s cost plus 10%. Contractor shall provide a monthly statement, listing invoices for the period and including Contract billing to date.
