About this file
This document is an Addendum 1 issued by the Oregon Department of Transportation (ODOT) for Invitation to Bid (ITB) No. S-73000-00014905, pertaining to the US 95 Idaho State Line - Rome Chip Seal Project. The addendum extends the bid closing date from October 23, 2025, to October 30, 2025, at 10:00 AM, and modifies key project dates. The project involves a pavement preservation chip seal along US 95 from the Idaho State Line to Rome, spanning approximately 36.47 miles in Malheur County. The updated project timeline now specifies a start date no earlier than April 1, 2026, with substantial completion moved to August 31, 2026, and final completion to September 15, 2026.
The addendum also updates Section 00220 regarding lane closure provisions, allowing single and two-lane closures during specific periods from April 1 to August 31, with restrictions on daily and weekly work hours. The project requires accommodating permitted annual and over-dimension loads with minimal delays. While specific budget details are not provided in the addendum, the original contract opportunity summary indicates comprehensive requirements including workforce development mandates, with contractors required to employ apprentices for 12 percent of work hours. The project is subject to state prevailing wage rates, Buy America provisions, and includes liquidated damages provisions for delays and unauthorized lane closures.
