About this file

This document is a Technical Specifications Exhibit from the Oregon Department of Transportation (ODOT) for a technology upgrade project at the Garrett Building in Portland. The project requires a certified Emerging Small Business (ESB) contractor to purchase, install, and test comprehensive audio-visual equipment for Conference Rooms 109A and 109B. Specific equipment includes a 98" smart 4K LED TV, laser projector, two ultra-HD smart cameras, wireless dual presenter and vocal microphone systems, 16 wireless omnidirectional tabletop microphones, charging stations, and associated mounts, connectors, and cabling. The project mandates full system integration with Microsoft Teams, with substantial completion required by June 20, 2025, and final completion by June 30, 2025. Work is to be performed Monday through Thursday between 7 a.m. and 5 p.m., with close coordination required with the ODOT Project Manager.

The solicitation is exclusively reserved for certified Emerging Small Businesses (ESB) as defined by the Certification Office for Business Inclusion and Diversity (COBID), with contractors required to perform at least 51% of labor using their own workforce. The project involves removing existing projectors and equipment from multiple rooms (109A, 228, and 318) and installing new technology infrastructure. Contractors must comply with Oregon OSHA rules, COVID-19 guidance, and local jurisdiction permit requirements. The contract includes a one-year installation warranty on workmanship, and contractors must provide comprehensive documentation and undergo detailed inspections. While no specific contract value is listed, the technical specifications suggest a moderate-scale technology investment focused on modernizing conference room audiovisual capabilities.
