About this file
This document is a Notice of Intent to Award from the Oregon Department of Transportation (ODOT) for the Sisters/Bend/Redmond Active Transportation Plan Mini-RFP (Bid Solicitation No. S-73000-00010997). Parametrix Inc. has been selected as the top-ranked firm for negotiations of a Work Order Contract (WOC) to provide personal services, scoring 220 points and ranking first among three proposing firms. The project involves developing an active transportation plan, with Don Morehouse designated as the ODOT Project Manager. The negotiation process is outlined with specific timelines, including establishing a work session to discuss the Statement of Work (SOW), responding to comments, submitting a Breakdown of Costs (BOC), and completing legal and signature routing. No work is authorized until the WOC is executed and a written Notice to Proceed (NTP) is issued.
The document specifies that if negotiations cannot be completed within the proposed timeframe, ODOT may terminate discussions and begin negotiations with the next highest-ranked firm. Award submittal requirements include providing a Breakdown of Costs, Certificates of Insurance meeting Price Agreement requirements, and potentially a Conflict of Interest (COI) Disclosure. ODOT prefers direct deposit via Automated Clearing House (ACH) for ongoing monthly payments and encourages consultants to offer similar payment methods to subcontractors. The notice emphasizes that if billing rates are not already set up with ODOT, the consultant should contact ODOTBillingRateUpdates@odot.oregon.gov to establish appropriate rates.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
