About this file

This document is a Sample Statement of Work (SOW) for an Active Transportation Plan (ATP) involving Oregon Department of Transportation (ODOT), the cities of Bend, Sisters, Redmond, and Deschutes County. The project focuses on developing a comprehensive active transportation plan for the US 20, OR 126, and US 97 segments, with a total project duration of approximately 18 months. Key deliverables include a public involvement program with 4 Public Advisory Committee (PAC) meetings, 3 public meetings, an online open house, technical memorandums, environmental justice analysis, concept designs, cost estimates, and a final ATP document. The scope requires extensive data collection, mapping, environmental reconnaissance, and development of programmatic solutions for bicycle and pedestrian infrastructure.

The project is funded through ODOT and will involve collaborative work with multiple jurisdictions and stakeholders. The final ATP will be no more than 10 pages long, with a technical appendix, and will include up to 30 one-page project sheets detailing recommended active transportation improvements. The consultant will develop planning-level cost estimates with a 40% design contingency, research best practices for supportive services, and prepare recommended policy and regulatory language for local jurisdictions. The project will culminate in potential adoption by the Oregon Transportation Commission, Cities, and County, with a slide deck prepared to support the adoption process.
