About this file
This is Addendum 5 to an RFQ issued by the City of Portland, Oregon, Procurement Services Division for the North Portland Aquatic Center Construction Manager/General Contractor (CM/GC) project. The addendum, dated March 14, 2025, updates the procurement documents for a pre-construction and construction project that includes design input, cost management, and quality assurance services for an indoor aquatic facility. Responses are due March 27, 2025, by 2:00 P.M. The addendum makes two substantive changes to the original RFQ: it adds an Information Session Sign-in sheet and presentation materials from Portland Parks & Recreation (PP&R) to the contract attachments, and it provides a project website link and community survey link for responders to access current project concepts and community feedback. A pre-bid information session was held on March 14, 2025, and was attended by representatives from major construction firms including Howard S. Wright, Hoffman Construction, Skanska USA Building, Truebeck Construction, JE Dunn Construction, PCL Construction, and Colas Construction Inc., with attendance ranging from project managers and senior representatives to procurement specialists.
The CM/GC contracting method is authorized under Oregon Revised Statute 279C.300 and allows the City to evaluate proposals on criteria beyond price alone, including contractor qualifications and experience. The project is scheduled for construction completion in 2029, with CM/GC construction occurring from 2027 to 2029. The scope encompasses design development, construction documents, permitting, and construction of a state-of-the-art, fully accessible aquatic facility intended to serve as a community landmark and gathering space for North Portland's diverse populations. Emphasis is placed on contractor experience with indoor aquatic facility design and construction complexity, including air quality management, hazardous chemical handling, coating and material sequencing, and health and safety considerations related to chloramine exposure. The procurement process prioritizes transparency, accountability, and risk mitigation while creating opportunities for Service-Disabled Veterans Business Enterprises, Disadvantaged, Minority, Women, and Emerging Small Businesses. All questions and concerns should be directed to Valentine Hellman, Senior Procurement Specialist, City of Portland Procurement Services Division.

Opportunities & Constraints
Construction Manager/General Contractor (CM/GC) Contracting Method
The CM/GC delivery method leverages the combined skills of an integrated multi-discipline team to control time, provide cost effective solutions and to ensure high project quality.
Oregon law (ORS 279C.300) allows exemption from the low-bid procurement requirement if required findings provided in an exemption order are approved (ORS 279C.335).
The CM/GC method still requires a competitive bid process but allows the City to include more consideration in the review of bid proposals than simply price.
Alternative contracting method of Construction Manager/General Contractor
No favoritism, no diminished competition;
Cost containment and best value accrued;
Contractor can provide input during design, development and construction processes to the City and the design team;
Opportunities for Service-Disabled Veterans Business Enterprises, Disadvantaged, Minority, Women, and Emerging Small Business minority-owned businesses in the contracting community.

Aquatic Center Construction – Construction Complexity
Air Quality:
Maintaining the indoor air quality is a complex science, involving the
HVAC systems, the building envelope and engineered exhaust to remove toxic chloramines and prevent condensation.
Coatings and Materials:
Construction sequencing and construction quality control for coatings for the materials in the interior natatorium is paramount for the longevity of the facility. Material exposure to chloramines can lead to long term corrosion and potentially compromise the structural system.
Chemical Usage:
Various hazardous chemicals are used to maintain water safety and mismanagement can lead to toxic inhalation and other health risks.
Health Risks:
Exposure to chloramines can cause ocular and respiratory symptoms.
Highlighting the need for effective air distribution systems.
