About this file
This is Addendum Number 3 to an RFQ issued by the City of Portland, Oregon's Procurement Services for the North Portland Aquatic Center Construction Manager/General Contractor (CM/GC) project. The addendum updates the response due date to March 21, 2025, by 2:00 P.M. and addresses eleven substantive questions and answers covering project delivery, sustainability planning, HVAC maintenance protocols, site investigations, early work packages, lessons learned from past aquatic projects, operational funding, equity commitments, evaluation committee composition, programming flexibility, and evaluation criteria formatting. The CM/GC responders are expected to demonstrate experience in pre-construction services, construction, and startup of aquatics facilities or community centers. Key clarifications indicate that substantial site investigations including soil sampling, testing, and utility locates have been completed with additional investigation expected throughout design, that early work packages will be negotiated with the successful proposer as part of GMP development, and that the City intends to share lessons learned from past aquatic projects with the selected contractor.
The addendum confirms the City's commitment to LEED Gold standards and sustainable operations aligned with the Climate Emergency Workplan and the forthcoming Sustainability and Climate Commission initiatives. Portland Parks and Recreation maintains facilities primarily through its Professional Repair & Maintenance Service teams, and HVAC vendor information will be provided to the successful proposer. The City reaffirmed its dedication to equity in contracting and anti-racism values while committing to compliance with federal rules and regulations, and stated that the evaluation committee will be composed of members with diverse backgrounds and expertise. The formatting correction in the evaluation criteria designates Qualifications and Key Personnel as items 3 and 4 respectively, with Equity and Inclusion as item 5.
