About this file

This is Addendum Number 2 to Request for Qualifications (RFQ) 00002504 issued by the City of Portland, Oregon's Parks and Recreation (PP&R) for the North Portland Aquatic Center Construction Manager/General Contractor (CM/GC) services. The addendum clarifies submission requirements and project specifications for responders seeking to provide pre-construction services, construction, and startup of the aquatics facility. Key revisions include clarifications that section dividers, title pages, tables of contents, cover letters, resumes, and bonding letters do not count toward the overall page limit, with resumes and cover letters each not to exceed two pages. The Indoor Aquatics Project List does not require the same level of detail as the Public Projects List but must document projects with natatorium facilities completed or under construction within the past ten years with at least $15 million in construction costs. Responses are due March 14, 2025, by 2:00 P.M. The City reserves the right to adjust the number of responders selected to the short list based on scoring and contract award potential.

The total construction budget for the North Portland Aquatic Center is confirmed at $50 million. Sample CM/GC agreements will be provided with the subsequent Request for Proposals phase. The addendum addresses multiple questions regarding submission format, qualification documentation, short-list selection criteria, and bond letter requirements. All questions and concerns should be directed to Valentine Hellman at valentine.hellman@portlandoregon.gov. The addendum was issued February 25, 2025, by Chief Procurement Officer Sylvester Donelson, Jr.
