About this file
This document is a special provisions section of the Tinker Air Force Base General Requirements specification that establishes mandatory procedures and safety protocols for contractors performing work on or near the active airfield.
Contractors must submit written runway and taxiway closure requests to the Contracting Officer at least 45 calendar days in advance, including the specific location, requested date, estimated duration, detailed work description, required equipment list, and personnel estimate. Base Operations coordinates the actual closure schedule, and contractors bear responsibility for having all personnel, materials, and equipment ready on the approved date; Base Operations cannot accommodate closure extensions under normal circumstances. Safety requirements mandate that contractors provide all personnel with ear plugs and/or ear muffs to protect against high-level noise from jet aircraft, in addition to all OSHA-required safety equipment. Contractors must maintain clean work sites free of Foreign Object Debris (FOD) to prevent aircraft damage and must obtain control tower clearance before crossing active runways or taxiways. Vehicles operating on landing areas within 1,000 feet of runway ends must display approved low-intensity amber flashing lights, and repeated crossings require use of Government-furnished two-way radios restricted to control tower communication. Temporary structures exceeding 12 feet above ground within 1,000 feet of a runway or 50 feet elsewhere require written Government approval submitted at least 21 calendar days prior to use. Contractors must remove all materials and equipment daily and are prohibited from stockpiling materials or storing equipment within 1,000 feet of runway centerlines. Emergency evacuation procedures require contractors to identify a safe evacuation area on the first workday and immediately vacate the work site and move all personnel and equipment to that designated area upon emergency orders. Contractors must maintain on-site equipment capable of cleaning loose materials from runways, taxiways, ramps, and aprons, and must complete full-length runway and taxiway inspections accompanied by Government representatives to ensure complete removal of personnel, debris, materials, equipment, and tools.

Tinker AFB Tinker General Requirements
SECTION 00 80 05
SPECIAL PROVISIONS FOR WORKING ON OR NEAR THE AIRFIELD ON TINKER AFB
PART 1 GENERAL
The following provisions shall apply when work is required to take place on the active airfield, within the clear zones, or in the primary surfaces as defined by Unified Facilities Criteria 3- 260-1, Airfield and Heliport Planning and Design.
1.1 CLOSURES
a. All runway and taxiway closures require coordination and scheduling with Base Operations. Written requests for closures shall be submitted to the Contracting Officer no less than 45 calendar days prior to the requested date of closure. The request shall include:
1. The nomenclature of the runway/taxiway to be closed
2. The area of the runway/taxiway where the work is to take place
3. The requested date of closure
4. The estimated duration of closure
5. A detailed description of the work to be performed
6. A list of the equipment required to perform the work
7. An estimate of the personnel required to perform the work
b. The Contracting Officer shall coordinate with Base Ops to close the requested runway/taxiway on or as close as possible to the date requested and for the length of time requested. The Contracting Officer shall notify the contractor, in writing, of the date and length of time approved for closure.
c. It is the responsibility of the contractor to have the necessary personnel, materials, and equipment ready to start work on the approved date of closure and to complete the work in the time requested. Under most circumstances, Base Operations will be unable to adjust flight and runway/taxiway utilization schedules to accommodate extensions to closures.
d. The contractor shall notify the Contracting Officer, in writing, when the work on the closed runway/taxiway is complete.
1.2 SAFETY
1.2.1 Personnel
The contractor shall provide all of his personnel ear plugs and/or ear muffs to prevent injury to their auditory systems while working on the Airfield. Jet aircraft operating on the runways, taxiways, and aprons make these areas zones of high-level noise. The government will not be held liable for auditory system damage due to non or improper use of noise protection equipment.
This requirement is in addition to the contractor providing his personnel with safety equipment required by OSHA for the work to be performed.

1.2.2 Aircraft
The contractor shall maintain a clean work site and shall implement all measures necessary to insure that material and equipment do not interfere with or damage aircraft operating or parked in areas of the airfield that are not closed. NO FOD.
1.3 ACCESS RESTRICTIONS
No unescorted contractor vehicles, equipment, or personnel shall be on or cross any active runway or taxiway unless clearance is requested from, and granted by, the control tower. All contractor vehicles and mechanized equipment operating on the landing areas (the first 1,000 feet from either end of the runway) will be identified by approved, mounted, low intensity, amber flashing lights. When contractor operations require repeated vehicle or personnel crossing of an active runway, taxiway, or other controlled area, a two-way radio, furnished by the Government, will be used to maintain contact with the control tower. Use of the radio for other purposes will be strictly prohibited. The radio will be returned to the Government at the end of each workday, and will be reacquired as necessary.
1.4 HEIGHT RESTRICTIONS
The construction of any temporary structure or the use of any equipment that extends more than 12 feet above the ground within 1000 feet of a runway or that extends 50 feet above the ground elsewhere on Tinker AFB shall be approved by the Government prior to installation or use. Written request for approval shall be submitted to the Contracting Officer no later than 21 calendar days prior to the date needed.
1.5 CLEANLINESS
The contractor shall maintain the cleanliness of his work site and all traversed runways, taxiways, aprons, and ramps at all times. He shall utilize methods and equipment to prevent spilling or dropping materials in these areas and shall utilize whatever method or equipment necessary to insure the removal of loose materials from these areas. The contractor shall remove all material and equipment to his staging area at the end of each work day. No material is to be stockpiled nor equipment stored within 1000 feet of the centerline of a runway.
1.6 EMERGENCIES
1.6.1 Evacuation Area
On the first day of work on the airfield, the contractor, a representative of the Contracting Officer, and a representative of Base Ops shall identify an area a safe distance from the runway where the contractor is to move his personnel and equipment during an aircraft emergency.
1.6.2 Evacuation
During an aircraft emergency, the contractor shall vacate the work site.
He shall move all personnel and equipment to the designated evacuation area. Evacuation orders will be given on short notice and will require expeditious action by the contractor.
