About this file

This is a Supplementary General Conditions document for Lamar Community College's Repair Roof and Ceiling, Indoor Arena, and Stalls project (Project Number: 2024-077M23) in Colorado. The document modifies the standard State Form SC-6.23 General Conditions of the Contract and establishes specific requirements for contractor performance and project management. Key modifications include a requirement that the contractor maintain a superintendent continuously on-site until a Notice of Acceptance is issued or until an alternative timeline is agreed upon with State Buildings Programs. The project timeline indicates construction activities occurring between May 3, 2027 and July 20, 2027, with specific provisions addressing weather-related delays and work cancellations during this period.

The document establishes a 30-calendar-day allowance for weather-related work cancellations between May 3, 2027 and July 20, 2027, which must be incorporated into the contractor's schedule as float-time. For weather-related delays outside this specified timeframe, conditions must be demonstrated to be more severe than the ten-year historical average for the respective month, supported by Climatological Data from the U.S. Department of Commerce. Time extensions for documented weather-related cancellations exceeding the 30-day allowance or occurring outside the May 3 to July 20 window are granted on a ratio of 1.3 calendar days for every day the contractor would have worked but was unable to do so, rounded to the nearest whole calendar day. These provisions establish clear parameters for schedule adjustments while holding contractors accountable for incorporating predictable weather impacts into their project planning.

SUPPLEMENTARY GENERAL CONDITIONS

(08/21/2026)

The following supplements (listed below) modify, change, delete from or add to the “General Conditions of the Contract” State Form SC-6.23 (Rev. 07/2025). Where any Article, Paragraph, Subparagraph or Clause of the General Conditions of the Contract is so modified, the unaltered provisions shall remain in full force and effect.

1. ADD paragraph to ARTICLE 7. CONTRACTOR’S SUPERINTENDENCE AND

SUPERVISION as follows:

The Contractor shall keep the superintendent diligently on the work site until a

Notice of Acceptance is issued, or until such time as agreed upon by State Buildings Programs.

2. Modify ARTICLE 38 (7th paragraph) as follows:

Extension of the time for completion of the Work will be granted for delays due to weather conditions only when the Contractor demonstrates that such conditions were more severe than an expected 30 calendar days between May 3, 2027 and July 20, 2027.

This 30 calendar days must be incorporated into the Contractor’s on-site construction time-frame, as “Float-time” as defined in the Project Manual Division 01 32 13 “Schedules and Reports”. For weather-related delays outside of this stated time-frame, conditions must be demonstrated to be more severe than those reflected by the ten-year average for the month, as evidenced by the Climatological Data, U.S. Department of Commerce, for the Project are.

3. Modify ARTICLE 38 (8th paragraph) as follows:

Extension of the time for completion of the Work will not be granted for the 30 calendar days of weather-related work cancellations indicated in the paragraph above. Extension of the time for completion for documented weather-related cancellations in excess of those 30 calendar days, or outside of the May 3, 2027 through July 20, 2027 timeframe will be granted on the basis of one and three tenths (1.3) calendar days for every day that the Contractor would have worked but was unable to Work, with each separate extension figured to the nearest whole calendar day.
