A detailed definition will be provided by VA, should a solicitation for offers or request for proposals be issued for this project.
Offered building must have the ability to accommodate Interagency Security Committee Standards for Level II.

The United States Government, DEPARTMENT OF HEALTH AND HUMAN SERVICES, INDIAN HEALTH SERVICE seeks to lease class ‘A' administrative space in support of medical space. The space offered must consist of approximately 3,600 ABOA square feet in the surrounding area of Pinetop, Arizona. The space should yield 3,200 ANSI/BOMA usable square feet. Space must be contiguous and located on the first floor.
The Government will require six (6) surface parking spaces.
The proposed space must be located within the following delineated area:
North: W. Deuce of Clubs Rd., east on Hwy. 60, to Penrod Road.
South: Intersection Hwy. 73 and Hwy. 260, north to E. Rim, to Hwy. 60
East: Penrod Rd., south to Intersection Hwy. 260 and Hwy. 73.
West: Intersection Hwy. 260 and Hwy. 73, north to Hwy. 60 and Rim Road.
The proposed lease is for fifteen (15) full years, ten (10) years firm, and should be fully serviced.
Option Term: None
Space must be ready for occupancy no later than March 31, 2021.
The Government is considering alternative administrative medical space if economically advantageous. In making this determination, the Government, will consider among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as cost likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, telecommunication infrastructure, equipment currently being utilized by the government at the current location, and non-productive agency downtime. Offered space must meet Government requirements for fire protection and life safety, accessibility, seismic and sustainability standards per the terms of the lease. A fully serviced lease is required. Offered space shall not be in the 100/500-year flood plain. Consideration shall be based on the area profile, location, and proposed security precautions.

Introduction: This Request for Information (RFI) solicits responses from U.S domestic entities, including federal, state, and U.S. commercial providers who have an interest in using the National Aeronautics and Space Administration (NASA), Kennedy Space Center’s (KSC’s) Launch Control Center (LCC) Firing Room 4 to support space launch or landing operations, including ground operations, pre-launch integration, checkout, and spacecraft or payload testing at the KSC multi-user spaceport. NASA intends that LCC Firing Room 4 will be a shared use asset.
Purpose of this RFI: The KSC Master Plan (https://masterplan.ksc.nasa.gov/) contemplates both U.S. Government and commercial launch activities. The Center Planning and Development Directorate (CPD) at KSC develops, implements, and administers the KSC Master Plan. Periodically CPD conducts market research and seeks industry comment on specific aspects of the KSC Master Plan.
The purpose of this RFI is to identify all potential users of LCC Firing Room 4 and those potential users’ requirements. The information NASA receives in response to this RFI will inform its long term strategy for use of LCC Firing Room 4. Respondents should be aware that if NASA enters into any agreement(s) for use of LCC Firing Room 4, NASA will retain ownership and control of the facility, and will act as the site operator/integrator for maintenance of the facility and equipment. NASA will not consider uses of LCC Firing Room 4 that do not involve the processing and/or launch or landing of vehicles built to operate in, place in, or return from Earth orbit or outer space a payload or human beings; nor will NASA consider uses that will preclude the shared use of LCC Firing Room 4. LCC Firing Room 4 is capable of accommodating multiple users performing concurrent discrete activities. This RFI is limited to potential uses for LCC Firing Room 4 only, and NASA will not provide office space incident to use of LCC Firing Room 4.
Users of LCC Firing Room 4 must comply with NASA and KSC procedures and policies regarding badging, background investigation requirements, foreign national access, and unescorted access to controlled areas. The LCC Firing Room 4 is equipped with electronic security controls that must remain in place during use.
Responses to this RFI shall address the following information, as applicable:
1. Describe the proposed use(s) of LCC Firing Room 4 and any known specific requirements (i.e. number of seats, personnel, approximate square footage, network connectivity, rack space, hardware and software). Discuss any expectations regarding the shared-use of common areas within the facility. Notional drawings of the LCC Firing Room 4 floor plans are available upon request through the NASA Point of Contact listed below.
2. Describe the technical approach, including a general concept of operations, projected schedule for initial use for LCC Firing Room 4, and frequency and duration for subsequent repeat uses. Include both expected launch activity and testing (non-launch) activity on the projected schedule.
3. Describe any potential modifications to LCC Firing Room 4 that may be required. NASA will not allow modification of the building and façade. Proposed modifications will require NASA review and approval to ensure compatibility with NASA programs and compliance with building codes.
4. Describe any expected limitations, restrictions, or impacts on other LCC users, including such effects on other LCC Firing Room 4 occupants and any risk mitigation approaches that may be requested to facilitate concurrent uses of Firing Room 4.
5. Describe the expected launch or reentry customer base, including the expected percentage of commercial launch service customers and Government launch service customers.
6. Describe the amount of government or corporate financial capability and level of commitment to implement the proposed technical approach.
7. Describe prior experiences in pre-launch preparations, launch countdown activity, flight control operations, recovery, or other relevant projects.
NASA KSC seeks to ensure broad awareness and visibility of this RFI. All categories of U.S. domestic entities, including commercial, federal, and state organizations, and United States commercial providers as defined in the Space Commerce Act, 51 U.S.C. § 50101(7), are invited to submit responses to this RFI.
Response Instructions: All responses must be submitted as an electronic file in Portable Document Format (PDF) via email to the NASA Point of Contact identified below.
Responses should not exceed five (5) pages. Font should be Times New Roman, size 12. Responses must be received by the NASA Point of Contact no later than 12:00 pm Eastern Time on April 1, 2020. NASA will notify respondents of receipt of their response.
Respondents should clearly mark each page containing proprietary data with a proprietary data notice. “Proprietary Data” means data embodying trade secrets developed at private expense or commercial or financial information that is privileged or confidential, and that includes a restrictive notice, unless the data is: known or available from other sources without restriction; known, possessed, or developed independently, and without reference to the proprietary data; made available by the owners to others without restriction; or required by law or court order to be disclosed. NASA will protect such data from public disclosure to the extent permitted under the Freedom of Information Act (FOIA) and other laws and regulations.
NASA has no intent to reply to individual responses, but reserves the right to conduct follow-up interviews with respondents, if needed.

This RFI does not constitute a Request for Proposals, Invitation for Bids, Request for Quotations, or Announcement for Proposals, or a promise to issue such documents.
