This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Synopsis/Solicitation N0017820Q6753 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System.
This requirement is not eligible for small business set-aside.
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis from PTC, INC. 121 Seaport Blvd. Boston, MA 02210-205030 for the purchase of the following software;
PTC, INC. Perc Ultra Runtime Software Licenses (P/N: PKG-DPRT00000-F) QTY. 728
The PTC, INC. Perc Ultra Software must be compatible (form, fit, and function) with software currently utilized in the system.
Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price.
All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable.
In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.

This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), Division of Scientific Education and Professional Development (DSEPD), in Atlanta, GA, hereby announces intent to solicit and enter into a contract with Stryder Corp. dba Handshake, in accordance with FAR 13.106-1(b)(1), only one source [is] reasonably available, and under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures .
This requirement is for recruitment platform access/annual membership to Handshake. Stryder Corp. dba Handshake is the only talent marketplace in the US that is connected to domestic universities. Their partnerships with over 1000 universities domestically (85% of the Top 500) gives them the largest student marketplace of over 6.2 million active students and young alumni which the CDC can source from.
Currently CDC uses Handshake to post jobs and events at Universities that utilize the platform for Career Services. With Handshake’s Premium level of service, DSEPD will be able to realize many of our core initiatives for 2020 and beyond including:
1. Build and manage a digital early talent pipeline
2. Expand our current university recruitment footprint digitally outside of our core schools
3. Increase the diversity within our early/entry-level talent pipeline
Handshake is the only technology platform that will allow us to accomplish all of these goals due to the unique talent marketplace that Handshake has constructed.
Only talent marketplace in the US that incorporates over 6 million Students, 85% of the top 500 universities (1,000+ universities in total), and Employer.

This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within ten (10) days of this posting, in accordance with FAR 5.203 (A)(1). If no affirmative responses are received within ten (10) days, negotiations will be conducted with Handshake, as the only source and a contract will be issued without any additional notices being posted.
The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement for these services and/or supplies in the future.
A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the Contracting Officer.
This is a notice of intent and is not a request for competitive quotes or proposals. No solicitation is available. Firms that believe they can meet the requirement are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Specialist within ten (10) days of publication of this notice by July 16 at 8:00 a.m. All information received within 10 days of publication of this synopsis will be considered by the Government to determine if more than one firm can meet the Government's requirements and is capable of providing technically acceptable services. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government. The contractor shall provide a sub-meter, stable positioning service for use in hydrographic surveying and dredging operations anywhere on the Mississippi River or its tributaries. The system shall have sufficient redundancies to ensure uninterrupted service during an outage to the primary system. River bluffs on the Mississippi River system shall not impair the ability of the system to provide accurate sub-meter, stable positioning. Use of the system shall not be dependent on the availability of an internet connection.
The service will be used in conjunction with the following government owned GPS receivers: 4 ea Trimble model SPS461.
Offeror's shall provide sufficient documentation with their quote to allow the Corps to assess whether the product they will provide meets the technical requirements laid out above.
