The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood is issuing a sources sought notice to identify contractors capable of providing federal military prisoner housing services, with capability statement responses due May 27, 2026. The contractor will provide 24/7 housing, feeding, and supervision for an estimated average of 20 to 40 military prisoners at any given time. Responsibilities include maintaining facility cleanliness and safety, providing three meals daily, furnishing health and comfort items, administering emergency medical care, segregating pre-trial from post-trial detainees, and accommodating counsel and family visitation. The Government provides prisoner transportation, coordination of transfers and releases, routine medical and dental care.

The contractor shall provide Federal (Military) Prisoner Housing (civil confinement of soldiers) in support of Directorate of Emergency Services (DES), Fort Hood, Texas, in accordance with the Performance Work Statement (PWS). See attached DRAFT Performance Work Statement and sources sought notice.

THIS IS A SOURCES SOUGHT NOTICE ONLY. Issued solely for information and planning purposes, this notice does not constitute a solicitation, a promise of a future solicitation, or a commitment to contract. The Government is seeking capability statements from interested businesses—particularly small businesses across all socioeconomic categories—to provide Prisoner Housing services and determine the viability of a small business set-aside. The Government will not accept unsolicited proposals, pay for any response costs, or return submittals. Participation is strictly voluntary, and choosing not to respond does not preclude participation in any future solicitations.
