GENERAL INFORMATION: The Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) is seeking sources and intends to award a firm-fixed price design contract for Architect-Engineering (A-E) services for the Minor Project #578-380 Construct Salt Shed Minor design project located at the Edward Hines, Jr. VAMC, 5000 South 5th Avenue, Hines IL. 60141. The A-E shall provide investigative and feasibility design services, schematic design drawings, design development drawings, construction documents, bid documents, specifications, calculations, cost estimates, narratives, solicitation support services and construction period services. The A-E Services contract that is anticipated to be awarded will be procured in accordance with the Short Selection Process of Architects and Engineers Statute [formerly known as the Brooks Architect Engineer Act], Federal Acquisition Regulation (FAR) Part 36.602-5 Short selection process for contracts not to exceed the simplified acquisition teshold, VA Acquisition Regulation 836.6, and VA Acquisition Manual M836.6 Architect-Engineer Services. In accordance with FAR 36.209 Construction Contracts with Architect-Engineer Firms, no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. 2. PROJECT INFORMATION This project is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB). The NAICS Code for this procurement is 541330 Engineering Services and the annual small business size standard is $16.5M. This project requires a full design team to complete this project. The projected award date for the anticipated A-E contract is on or before September 30, 2022. The anticipated period of performance for completion of design is 197 calendar days after notice of award. The FAR Magnitude of Construction between $1,000,000 and $5,000,000. 3. SCOPE OF DESIGN A-E Part One Services (also known as Design Phase) for this design project includes site visits, field investigation, conduct of studies and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to create a covered material shed for salt and sand storage. The SOW is included with this document. However, the SOW attachments will be included in the forthcoming Request for Proposal. If not needed, please provide a valid response Additional information specified in VA PG 18 -15 Geotechnical Report EHRM Review for final footprint of location Topographic Survey A-E Part Two Services of this design project (also known as Construction Period Services) includes responding to construction contractor Requests For Information (RFIs) during the solicitation (Solicitation Support) and construction phases of the construction project, and commissioning kick off construction project conferences, review of construction material submittals and shop drawings, approximately 2 site visits during construction (Structural completion and final punch list inspection) to ensure compliance with the design drawings and specifications, coordination with project commissioning requirements, review of any construction project modifications for cost and technical acceptability, attendance in the final acceptance inspection, preparation of the punch list and preparation of record drawings of the completed construction project based on the construction contractor s as-built drawings. The A-E shall prepare a submittal log to be utilized by the VA during construction period services, maintain RFI log and provide meeting minutes for weekly construction meetings toughout the duration of construction. The A-E shall be professionally licensed in any state in the United States. The A-E is responsible for all services to complete the deliverables listed in the A-E SOW (P02 - SOW 578-380 - Replace Salt Shed Building 231 Hines VAMC). Please note that the 197 calendar-day period of performance for the design completion begins with the issuance of the Notice of Award (NOA) and that a Notice to Proceed (NTP) will not be issued for the completion of a design project. The construction period services will be an option item that will be exercised after the award of the construction project. The period of performance for construction period services will match the period of performance for the construction project. 4. A-E SELECTION PROCESS: Firms submitting SF 330s in response to this announcement, not later than the closing date and time specified herein and in accordance with submission requirements, will be considered for initial selection evaluation. Request for SF 330 s consists of the evaluation of the provided SF 330s and determination of the highest rated firms. In accordance with the AE short selection process, no discussions will be held, the firms SF330s will be evaluated, the highest rated firm will be selected and sent the solicitation, and negotiations will follow. A site visit will be authorized for the highest rated firm during the negotiation process. Award selection will be made when a successful negotiation of rates and fees for the project occurs. If negotiations are not successful with the highest rated firm, they will continue with the next highest rated firm, and so on until award can be made. 5. REQUEST FOR SF330 SELECTION CRITERIA: The following are listed in descending order of importance: Primary Selection Criteria: Professional Qualifications: Professional qualification necessary for satisfactory performance of required services. The design firm and A-E on staff representing the project or signing drawings in each discipline must be licensed to practice in any one of the United States of America. Provide Professional License numbers and/or proof of Licensure. The board will evaluate the resumes for all proposed key personnel and shall consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full-time employees) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications. Relevant experience includes projects with the VA and/or accredited hospitals that are related to Facility Maintenance Storage Buildings or other projects similar in scope to this project. This criterion is primarily concerned with the qualifications of the key personnel and not the number of personnel. Key positions and disciplines required for this project include, but are not limited to: Architect, Structural Engineer, Estimator, Civil Engineer, Electrical Engineer, Fire Protection Engineer, Mechanical Engineer, Plumbing, Project Manager, Quality Assurance, and Physical Security Specialist. The board will evaluate specialized experience on similar projects of size, scope and complexity and the technical capabilities of the prime firm and any subcontractors. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm and any key subcontractors working together on relevant projects and familiarity with VA Design Guides/Manuals, Master Specifications, and other applicable standards. Include no more than five (5) projects completed or substantially completed within the past eight (8) years that best illustrate specialized experience related to this project scope: such as geotechnical studies, underground site investigations, new steel building design, structure design including foundation design, structural design, historic preservation, and environmental impact preservation. Any projects submitted that exceed the limit will not be considered during the evaluation. All projects provided in the SF 330 must be completed by a firm, office, branch, or individual team member proposed to perform work under this contract. Note that completed is considered 100% design completion and substantially completed in construction. The information provided in sections F and G of SF 330 will be used to rate this evaluation factor. Do not include this information in section H, unless it is pertinent to support the information listed in the other sections. Capacity: Professional capacity to accomplish the work in the required time. The evaluation will consider the team's overall ability to meet the schedule of the project, as well as the available capacity of key disciplines to perform the work in the required time. Please provide a table to demonstrate the available capacity of each of the Key Personnel identified in Sections D and E for the prime firm and all subcontractors. At a minimum ensure that the table includes the following for each key team member: name, firm, role in project and percentage of available capacity to take on new work. Provide all projects awarded by the VA to the prime firm and all subcontractors during the previous 12 months (from the date of the SF330 submission). At a minimum, include the following for each project: project name, location, award date, completion percentage, and expected completion date, project name, location, award date, completion percentage, and expected completion date. Provide the full potential value of any current indefinite delivery contracts. The information for this factor shall be provided in Section H of the SF 330. Please ensure the capacity applies toward the team/personnel provided in the SF 330. Past Performance: Past performance on contracts with Government agencies and/or private industry in terms of cost control, quality of work, and compliance with performance schedules. The past performance will be evaluated for all projects provided in section F, to include a review of Contractor Performance Assessment Reporting System (CPARS) ratings. Provide performance reports for all projects submitted in section F and include the following information for each project: contract/task order number, project title, prime firm, start date, and completion date. Evaluations may also include additional performance-related information from the firm, customer inquiries, Government databases, publicly available sources, additional projects in CPARS, and other information available to the Government, including communications with points of contact in other criteria. Evaluations will consider superior performance ratings on recently completed VA projects as well as the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Also, consider, as appropriate, the record of significant claims against the firm because of improper or incomplete architectural and engineering services. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF330 must be completed by a firm, office, branch, or individual team member proposed to perform work under this contract. The information for this factor shall be provided in Section H of the SF330. If there is no CPARS data available, Past Performance Questionnaires (PPQs) will be accepted. Please utilize the attached PPQ document. *PPQs should not be submitted by the evaluator to VHA PCAC directly. Completed PPQs must be incorporated into the SF330 submission. STATEMENT OF WORK FOR AE SERVICES Date: 30 April 2022 Project: 583-22-203 Upgrade Underground Storage Tanks (UST) CNE, CS, and D-Wing 1. Scope of Work The Architect/Engineer (A/E) firm shall furnish professional services for 100% design to upgrade five (5) preexisting underground storage tanks (UST) to five (5) aboveground storage tanks (AST) at the Richard L. Roudebush Veterans Affairs Medical Center, 1481 West 10th Street, Indianapolis, IN 46202. Deficiencies of the UST have been identified and to prevent potential failure during emergency generator use or groundwater impact, the UST will be replaced with AST that will have secondary containment and interstitial monitoring. The design will include Schematic Design, Design Development, Construction/Bid Documents per the A/E Design Submission Instructions Documents, Construction Administration Services, Technical Specifications and Cost Estimates. The designed AST will meet, at minimum, the same capacity and be able to contain the same contents as the preexisting. The AST will be connected to the facility via piping, electrical, and have monitoring devices to prevent overfill and/or detect the presence of fire or heat. AST will be designed in a manner than meets as local, state, and federal requirements for UST removal and installation. This will include any sampling and/or permitting required during transfer of UST contents to AST. During removal of UST, all removal permits, removal sampling, and certification of no spill activity must be filed with Indiana Department of Environmental Management (IDEM). Emergency facility generators are fed from preexisting UST and will be re-piped to be fed from AST to allow a minimum generator run time of 96-hours emergency run. If the placement of the proposed five (5) AST cannot be completed where the preexisting UST are located, new locations of the AST should be proposed in similar areas to reduce potential impact to underground utilities and facility traffic. Proposed AST locations will not impede Fire Marshal requirements and there must appropriate spacing from on-site, stored, combustibles. The subject property originally lay within the Five-Year Time-of-Travel (W-5) Wellfield Protection Area Zoning District of the Riverside Wellfield. In 2019, a routine re-delineation of the wellfield resulted in a change in the location of the wellfield boundary. As a result of this re-delineation, the subject site is now located just outside the bounds of the wellfield. The design to be submitted will assume the property is within a Wellfield Protection Zone. The Schematic Design shall include a comprehensive study, inspection and report of the existing project area conditions, which shall include below-grade utilities, electrical, plumbing, fire protection, etc. A/E shall develop a design and plan to replace the existing UST with same-capacity, or larger, AST. Design shall include the usage of existing utility connecting the preexisting UST (i.e., plumbing, electrical conduit, etc.) to the main facility building. Design and plan shall also include the consideration of future expansion of additional AST toughout the facility footprint, or replacement of proposed AST with larger capacity tanks. A/E shall provide a preliminary construction duration time for planning purposes. This information shall be communicated to all bidders for their review and inclusion within their bids. It shall be communicated within the bid documents that the contractor will be required to review and provide any concerns regarding the projected construction duration. A/E will be responsible for complete functional design and provide biddable documents meeting all the requirements. Designs for construction must produce a complete and usable facility or improvement when constructed.A VA policy (VHA Office of Capital Assets Management, Engineering and Support memo Updated Construction Guidance and Expectations dated Sep 12, 2016) requires the A/E to certify that their design (including all bid alternates/bid deducts) is independent of any future construction project.A In addition, the A/E must certify that it has produced a design that does not include furniture and equipment that will be procured separately unless directed otherwise by the VA. Equipment that can be part of the design includes those items to meet code requirements for building occupancy, items covered in the VA s Master Construction Specifications (PG-18-1) Divisions 1 tough 10, 13 tough 26 or 28 tough 48, non-IT equipment items covered by Division 27 and items covered by Division Numbers 12 31 00, 12 32 00, 12 34 00 and 12 36 00. The A/E shall submit as part of the Final Bid Documents submittal a signed letter on company letterhead stating the design s independence. The project is to provide all necessary modifications and additions to VAMC existing, mechanical, electrical and plumbing work. A/E shall be responsible to review existing conditions to locations planned for development. Access to files shall be coordinated with the COR. The VA will employ a third-party commissioning agent to certify the design and construction of the AST meet Federal Mandates. The commissioning authority will verify the performance of the components and systems and, to ensure design requirements are met, develop a commissioning plan, inclusion of commissioning or requirements in construction documents, verification of installation and performance of commissioned systems (testing and system monitoring), operation/maintenance manuals and training, and a commissioning report. The A/E team shall work with the commissioning agent toughout the design and construction process to assure all sustainable objectives are met. All drawings shall adhere to VA project software requirements for Building Information Modeling (BIM) and Computer Aided Design (CAD) available at http://www.cfm.va.gov/til/projReq.asp. BIM software shall be Revit 2020 or the latest version available to VA Indianapolis. The project BIM model minimum requirements shall be developed to include the systems described below as they would be built, the processes of installing them and to reflect record drawing conditions (possibly incorporating into the Indianapolis VAMC Master Record Drawing pending facility expertise). The deliverable model at the SD and CD design phases shall be developed to include as many of the systems described below (but not limited to) as are necessary and appropriate at that design phase. Life Safety Information (Fire Extinguishers, Wall Ratings, Door Ratings, Fire Protection/Alarms) General Signage Schedules Equipment Foundations Shafts and Pits Mechanical Plumbing Power and Lighting Asbestos/ Hazard Material Info Security System Information (Access Controls, Security Cameras, Panic Alarms, Overhead Paging) Exterior Building Information Other Engineering Data as Required A/E shall develop a phasing plan and also develop deduct bid alternates for project award which will be based on available funding for construction of $821,500. 2. General The A/E will be given the appropriate orientation by the VAMC offices of Engineering Service and VISN Contracting. The A/E shall prepare all necessary drawings. The degree of completion and the stages of submission shall be as hereinafter specified. The VAMC will provide all standard details, master specifications, design criteria, etc. A/E discussion with the VAMC personnel concerning requirements will be arranged by and participated in by appropriate Engineering Service personnel. The A/E shall participate with the Project Engineering and other Services in review of project scope, design review comments, etc. There will be (1) submissions for schematic design drawings, and one (1) submission for design development drawings, (3) tee submissions for construction documents (95% and 100% complete) plus a final submission which constitutes a complete bid package consisting of drawings, specifications, detailed final cost estimates, phasing and sequence drawings within each phase, and project bid alternates. Drawings showing architectural and other features of the affected campus areas are available in files of the Engineering Service, VAMC. The drawings are not to be expected to be accurate in all respects, and the Architect-Engineer is to verify all features affecting the project by field investigation. The A/E shall develop the project utilizing Revit 2020 and Building Information Modeling BIM to develop architectural design drawings, renderings, construction documents, and record drawings at completion of construction as per the VA BIM guide located on the VA Technical Information Library (TIL). At each scheduled submittal date, the A/E shall submit to the VA a list of the submitted files that shall include; 3D Views, Facility Data, and Revit Data Files. Submittal drawings shall be full size plots suitable for half size reproduction. The VA has ownership of the rights at the date of Closeout Submittal to all CAD files, Revit 2020 BIM Model and Facility Data developed for the Project. The VA may make use of this data following any deliverables. For preparation of construction specifications, the A/E will provide specifications in "Word" format and pdf format. The A/E shall supply copies of the specification files, combined into single document, to be electronically transported to the CO for incorporation into the VA specification booklet. 3. Schedule & Submission Requirements Times listed herein are approximate and subject to negotiation. Each milestone in the timeline is subject to completion of the predecessor task and project requirements external to AE scope; as such, calendar days for task completion shall be negotiated instead of actual dates. The following is an estimated milestone schedule in terms of business days. Federal holidays do not count as business days. Completion of Construction Administration Services will not be dependent upon award of Construction Contract. 4. Construction Period Services Contract Procurement Attend contractor s Pre-Bid site visit and respond with recommendations to any questionable items. If necessary, develop amendments or assist with project procurement. A written response is required. Attend one pre-construction meeting after award of contract. Submittal Review The A/E firm shall review all construction materials, equipment, and change orders proposed by the contractor for use in construction of this project. All submittals and change order proposals will be reviewed for compliance with the specifications and reasonable costs and returned to Engineering Service within five (5) calendar days after receipt. Site Visits The A/E shall provide site visits as requested by the COR as noted below: One (1) visit for the pre-bid conference. One (1) visit for the pre-construction conference. Ten (10) visits for general construction inspection/progress. Five (5) visits for final inspections. A/E to provide other construction phase services as defined in signed contract. All A/E investigation visits shall be coordinated with the COR. At least 2 business days prior notice is needed. Misc. The A/E shall review and answer all RFI s submitted by the contractor. A/E to participate in weekly telephonic project meetings with the VA and contractor. As-Built Drawings The A/E shall modify design drawings and models based on marked drawings supplied by the contractor and are to be verified by the A/E in field. As-Builts are to include all addendums and bulletins issued by the VA/AE during construction. These changes shall be bubbled and dated. An electronic Revit BIM 2020 and AutoCAD 2020 model of the As-Builts is to be submitted to the COR on CD-ROM. Any approved shop drawings with major differences from contract drawings, supplemental agreements processed change orders, etc., shall be incorporated. The A/E shall deliver updated record drawings (4 sets); (2) A size sets, (2) Full size sets. - - - END OF SCOPE - - -
