About this vehicle
The General Services Administration Public Buildings Service Region 3 established a Master IDIQ for general construction services across the East Coast Corridor on January 1, 2023, with authority to place orders through June 30, 2028—approximately 1 year 11 months of ordering authority remaining. The vehicle carries a $125 million shared ceiling across multiple concurrent awardees and is unrestricted; task orders show a mixed set-aside distribution: approximately 45% small business sole-source, 36% unrestricted competitive, 12% HUBZone, and the remainder women-owned small business and partially small business designations.
Ordering activity accelerated sharply through the first two years—6 orders in 2023, 17 in 2024—then slowed to 3 orders in 2025 before recovering to 7 in 2026, with the most recent award issued July 29, 2026. Of 33 total task orders issued, $104.1 million in combined potential value has been distributed, with $97 million (93%) already obligated. The vehicle is heavily utilized: only $7 million in remaining potential value sits uncommitted against the $125 million ceiling.
Competition concentrates among a small set of primes. Magnum Inc., Ritz Construction Inc., and Patriot Construction, Inc. collectively control 80% of the vehicle's combined potential value across just 15 orders; Magnum alone commands $29 million from 3 orders. The long tail of six additional small-business awardees share $23.4 million across 18 orders. Ordering heavily favors the Social Security Administration and the General Services Administration PBS Region 3 itself—together accounting for 82% of issued task orders and $50.2 million in combined value.
Awarded task orders range from $15,120 to $28.8 million in ceiling value, with the largest single order addressing a generator replacement at the Veterans Administration Philadelphia Information Technology Center ($28.8 million). Typical firm-fixed-price orders cluster in the $0.5 million to $3 million range. Work spans the region: recent awards include elevator modernization in Pennsylvania, courthouse renovations in Delaware, facility upgrades in Maryland, barrier replacement in West Virginia, and HVAC/electrical infrastructure projects across multiple states. Geographic concentration is broad rather than pinned to a single region or facility.
