About this vehicle
The Department of Agriculture Forest Service R6-Pacific Northwest Region established this Master IDIQ for road construction on three Pacific Northwest national forests (Mt. Baker-Snoqualmie, Colville, and Okanogan-Wenatchee) with a shared ceiling of $49 million, awarded July 8, 2020, and ordering closed September 30, 2025. The vehicle is no longer open to new orders.
Over its five-year life, the IDIQ generated 76 task orders with a combined potential value of $48.5 million, of which $46.6 million (96 percent) has been obligated. Annual ordering peaked at 14 orders in 2023; the pipeline slowed to 7 orders in 2025 before the ordering period closed. The most recent task order, awarded August 15, 2025, was a disaster-relief Glacier Creek road repair for $496,900 with a small-business set-aside.
Work contracted includes new road construction, reconstruction and restoration, road decommissioning, steel and timber bridge construction, burned-area emergency response (BAER), emergency relief for federally owned roads (ERFO), culvert and aquatic passage structures, erosion control, and pit development. Task orders span disaster relief, Great American Outdoors Act (GAOA) funding, and stewardship projects; firm fixed pricing dominates.
Competition is moderately concentrated. Am Excavating LLC leads with 10 orders valued at $12.9 million, followed by Pipkin Inc. (8 orders, $9.6 million) and Versatile Industries, Inc. (9 orders, $7.3 million). These three firms and one other (One Corner Construction, $7.3 million across 7 orders) collectively hold 81 percent of combined potential value. Eighteen distinct primes hold awards; the remaining long tail captures 19 percent of value. About 83 percent of orders carried no set-aside designation; 17 percent were small-business sole-source or competitive awards.
Nearly all funding originates from the Forest Service R6-Pacific Northwest Region (73 orders, $47.8 million), with two minor orders from other USDA Forest Service regions. Task-order values range from $2,500 minimum guarantees issued at award to multi-million-dollar projects; representative mid-range orders fall between $300,000 and $1.3 million. Performance occurs across the three named forests in Washington state.
