About this IDV

The Boeing Company's Services Division was awarded a single Basic Ordering Agreement (BOA) valued at $1.248 billion by the Naval Air Warfare Center, with an award date of August 1, 2019, and ultimate completion date of September 30, 2024. This non-set-aside indefinite delivery vehicle was established to support P-8A Training Systems requirements and includes provisions to update duty-free clauses. The BOA serves as an umbrella contract mechanism enabling the government to issue task orders for training systems and related sustainment activities supporting the P-8A Poseidon multi-mission maritime aircraft, a critical naval aviation platform utilized for anti-submarine warfare, anti-surface warfare, and intelligence, surveillance, and reconnaissance missions. Work has been performed at Boeing facilities in St. Louis, Missouri, Berkeley, Missouri, Jacksonville, Florida, and Orlando, Florida, with Boeing leveraging an extensive subcontractor network including CAE USA Inc., Advanced Simulation Technology Inc., Hamilton Sundstrand Corporation, BAE Systems entities, and Honeywell International to deliver comprehensive training device development, upgrades, and sustainment services.

Under this BOA vehicle, Boeing has executed multiple delivery orders totaling several hundred million dollars for P-8A-related training systems and spares. Representative task orders include a $51.6 million firm fixed-price delivery order for P-8A Training Systems (awarded September 11, 2019), a $265.9 million cost-plus-fixed-fee delivery order for Increment 3 Block 2 Engineering, Manufacturing, and Development aircrew training device upgrades (awarded August 4, 2023), and a $188.9 million firm fixed-price delivery order for P-8A South Korea Training Systems Phase 1 Hardware (awarded January 31, 2022). Additional task orders address spare parts procurement, maintenance trainer upgrades, and cooperative logistics support services. These delivery orders reflect Boeing's role as the primary integrator for P-8A training system modernization and sustainment, coordinating multiple defense industrial base suppliers to deliver training devices, spare parts, engineering support, and technical services necessary to maintain fleet operational readiness across domestic and allied naval aviation operations.
