Description
Other functions. The board of veterans appeals (BVA) is seeking contractor assistance to conduct customer satisfaction and other types of surveys in fiscal year 2012 and beyond. Services requested cover all aspects of the survey process as described in contract no. GS-10F-0163X VA798-12-BP-0008. Typical services include: creation and/or refinement of survey instruments and plan for conducting surveys; using board data to arrive at complete and unduplicated sampling frames; the contractor shall maintain a live toll-free telephone service and live, contractor-hosted websites (which host questionnaires for administered surveys); compile responses to questionnaires to create an electronic database; provide prototype, draft, and final copies of reports as well as associated data files. The board seeks to implement a survey model for conducting annual and on-going/periodic surveys (QUARTERLY) that incorporates analysis of survey data against best-in-class organizations, and an electronic dashboard that will allow decision-makers and managers to use survey data to identify and solve problems and support change throughout the organization. Accordingly, the contractor should have access to benchmark data, an electronic dashboard solution, a variety of collection tools, methods for action planning/change management, and an extensive approach for project design, facilitation, and tracking. Projects associated with the board S survey and consulting needs include, but are not limited to, the following: survey of callers satisfaction with interaction with board employees; web-based surveys of customers; usability testing of web designs; statistical analysis including factor analysis and structural equation modeling.
