This Notice DOES NOT constitute a request for a quote, or proposal for the procurement of products or services. This Notice concerns an action which may affect the ability of commercial industry to sell the products listed in this Notice to the Federal Government.
The U.S. AbilityOne Commission (operating name of the Committee for Purchase From People Who Are Blind or Severely Disabled) is an independent agency of the Federal Government. The Commission, under the authority of the Javits-Wagner-O'Day Act of 1971, and through the administration of its AbilityOne® Program, provides employment opportunities for people who are blind or have other significant disabilities through Federal Government purchases from nonprofit agencies employing such individuals. Products or services which are required to be purchased by the Federal Government under the authority of the AbilityOne® Program are added to the Commission's Procurement List (PL). The PL can viewed on the agency’s website at www.abilityone.gov. Once a product or service is added to the PL to be provided by a nonprofit agency, no other product determined to be essentially the same can be sold to the Federal government.
By regulation (41 CFR 51-2.4(a)(4) the Commission is required to complete an impact analysis related to the potential addition of the following product(s) to the PL:

Revenues accrued by providing the products listed in this Notice to the Federal Government for the same most recent 12-month period. If reporting on more than one item listed above, please report the revenue per each item, whether the NSNs or ETS items, and identify the item.
Identify the contract number that your firm holds to sell the item(s) to the Federal Government, the government agency, and period of performance (contract end date) for the item(s) your firm is reporting on. Identify the specific items per contract.
If your firm is selling the product through purchases by Government Purchase Cards (GPC), please identify that and the amount made through GPC purchases.
Identify whether or not the deliveries under the contract have been completed.

All information requested above must be included in the response. Responses that do not include the information requested will be determined to be non-responsive and will not be included in the impact analysis.
All responses will be held as confidential and will not be released to any outside party.
The information prescribed above must reach the Commission no later than January 19, 2020 and can be submitted in letter format. If information is not received by the date requested, the Commission will conclude that potentially affected firms have determined that there will be no severe adverse impact should the listed products be added to the PL.

Be able to provide the component parts needed to assemble both a universal Dual 2K docking station for USB-C and USB 3.0 (aka USB-A) connectors as well as a universal docking station for Thunderbolt 3 and USB-C dual 4-K hybrid docking station with 60W Power Delivery.
Both docking stations must be universally compatible with both Windows and Mac operating systems.
The universal docking station for USB-C and USB 3.0 connectors must support up to 2 monitors. Must contain 6 USB 3.0 ports and 2 USB-C ports. On behalf of the AbilityOne Program, NISH, a designated central nonprofit agency, is pursuing potential partnerships with U.S. commercial manufacturers of Roll Mix and Sweet Roll Mix for the purpose of providing employment for people who are blind or severely disabled. If successful, the result will be a co-brand agreement between the manufacturer and the AbilityOne Program, and its registered brands. The ultimate expectation is that the co-branded product will be placed on the AbilityOne Procurement List (PL).The Roll Mix and Sweet Roll Mix must meet and/or exceed FAR and other Federal Government published standards, Executive Orders and Federal Agency requirements.At a minimum, the following criteria must be met:1. Possession of a nationally known brand name that can be demonstrated to have significant appeal through evidence of substantial sales. 2. This project represents a potential new addition to the Procurement List (PL). This will be a Co-Branding Opportunity pending Committee approval. The Transylvania Vocational Services (TVS) located in Brevard, North Carolina, will Co-Brand with a nationally recognized supplier of Roll Mix that currently supplies Roll Mix and Sweet Roll Mix to the U.S. Military through the DLA Prime Vendor Program. TVS will blend the mix according to the Co-Branding Partners proprietary blend or receive the blended mix in super sacks or totes from the Co-Branding Partner. Preference will be given to the Co-Branding Partner that allows TVS to blend mixes in their plant. TVS will then package the mix into 5lb Bag/Box and #10 Cans, label, mark, and unitize the finished product. The estimated annual requirement is approximately 84,000 Cases of Roll Mix and 4,600 Cases of Sweet Roll Mix in a 5lb Bag/Box and 237,000 of Roll Mix & Sweet Roll Mix in a #10 Can. TVS will be responsible for receiving orders from the DLA Prime Vendors who provide food products to the United States Military and ship worldwide. They will be required to provide a high quality product at a competitive price and to provide customer service to DLA Troop Support, the military customer, and the DLA Prime Vendors, for the life cycle of the product.3. This product must meet industry performance specifications and standards for construction, performance, sustainability and reliability.4. The chosen manufacturer must be willing to set a high priority for delivering bulk materials to the non-profit agency in order to assure the agency of on-time deliveries to the federal government customer(s).5. All products must be manufactured and lab tested, certified and customer tested to be effective according to their purpose, have current Material Safety Data sheets if necessary, and meet certifications with corresponding documentation designated by customers.6. A willingness to enter into a multi-year agreement which includes on-going technical and production assistance and the necessary factory trained technical field support while enabling the non-profit agency to meet the criteria of the AbilityOne Program to convert material, fill containers, label, assemble and package the products thereby creating employment for people who are blind or severely disabled. 7. Commitment to working independently with the AbilityOne to market products to the Government customers under the AbilityOne Program. It is preferred that the chosen manufacturer has a dedicated team for Federal Government sales and marketing.8. Willingness to work with the non-profit agency, NISH) and AbilityOne to ensure that the price to the end-users is a fair and reasonable price.9.
