About the company
Gana-A'yoo Construction Services JV, LLC, an SBA 8(a) certified joint venture owned by Gana-A'Yoo, LIMITED, an Alaska Native Corporation headquartered in Anchorage, Alaska, delivers construction, renovation, repair, and facilities maintenance services to federal agencies as a prime contractor on 245 federal awards worth $396.1 million in combined potential value. The company operates under Native American and minority-owned designations and competes predominantly under 8(a) set-asides, with construction and institutional building work (NAICS 236220) representing all prime activity.
Gana-A'yoo's federal footprint concentrates heavily at Wright-Patterson Air Force Base, Ohio, where the company holds the $254.4 million Simplified Acquisition of Base Engineering Requirements (SABER) contract, awarded October 21, 2021, under competitive 8(a) set-aside through December 12, 2026. SABER is the company's dominant vehicle, anchoring 214 task orders worth $86.4 million in combined potential value across Air Force Materiel Command, Air Force Research Laboratory, National Air and Space Intelligence Center, and Air Mobility Command. Representative SABER-funded work includes a $3.29 million basement repair for security infrastructure, an $868.7 million roof repair and replacement, a $1.37 million Sphinx Cafe renovation, and a $1.11 million swing space room renovation—all issued in September 2025 alone. The contractor also holds a $39.4 million NASA Goddard Space Flight Center multiple-award competitive 8(a) contract (Wallops Multiple Award Construction II, through February 2027) and a $9 million U.S. Army Reserve Command single-award competitive 8(a) job order contract for facilities across North Dakota, South Dakota, Minnesota, and Wyoming (through November 2026). Recent diversification includes a $1 Smithsonian Institution single-award indefinite-delivery job order contract awarded March 25, 2025, for renovations and repairs to DC-area museums under total small business set-aside through March 2030.
Customer concentration is extreme: the Department of the Air Force Materiel Command represents 114 awards (46% of total) worth $299.5 million (76% of combined potential value), driven entirely by the SABER vehicle. The remaining top four customers—NASA, Army Reserve Command, Air Force Headquarters, and Air Force Aeronautical Systems Center—account for 82% of all awards but only 19% of dollars, reflecting numerous smaller individual task orders. This customer profile has remained stable across the 2021–2026 activity window, with consistent Air Force dominance across FY2022 through FY2026 (annual awards ranging 50–63, with 20 recorded as of August 2026).
Gana-A'yoo Construction Services JV delivers wide-ranging facility infrastructure work: restroom and breakroom renovations, roof repairs and replacements, HVAC system upgrades and replacements, electrical installations and meter upgrades, carpet and flooring replacements, security infrastructure improvements (vault doors, access controls, containment barriers, gate repairs), waterproofing, plumbing repairs, structural repairs, emergency response work, and specialized facility renovations (cafeterias, laboratories, administrative spaces). All work is priced firm fixed-price. The contractor engages established small business subcontractors—including Jabal Building LLC (woman-owned, providing construction finishing and building services), Multiple Services LLC (woman-owned, providing construction and HVAC support), Protective Coatings Inc. (8(a)-certified, painting and coating), Calvin Electric LLC (electrical services), Rieck Construction LLC (HVAC and mechanical), True United Contractors LLC (general construction), Back Billy Excavating LTD (self-certified small disadvantaged, excavation and concrete), and Weinert Plumbing LLC (plumbing)—demonstrating systematic reliance on subcontractors across specialized trades while maintaining compliance with federal small business utilization targets.
SCI-reportable invoiced revenue reached $725 thousand in FY2024 against one prime service contract above the reporting threshold; FY2023 reported no SCI activity. The single contract generated median government-paid rates of $509.35/hr and averaged 50% subcontractor-hours share across reporting records. SCI coverage is sparse and does not reflect the vendor's full federal services footprint; construction delivery orders dominate the award portfolio and fall outside SCI reporting thresholds (typically products and lower-dollar services). The $9.3 million in awards reaching completion within the next twenty-four months present modest recompete exposure concentrated in Army Reserve Command and smaller Air Force task orders.
Gana-A'yoo Construction Services JV operates as a subsidiary of Kaiyuh Services, LLC, the parent Alaska Native Corporation-owned entity. The joint venture structure and 8(a) certification position it to compete effectively across federal construction set-asides while maintaining eligibility for sole-source 8(a) awards where applicable. All 245 prime awards derive from competitive or sole-source 8(a) set-asides; no full-and-open competition activity appears in the source. The vendor's sustained volume at Wright-Patterson—over 130 delivery orders under SABER since 2022—reflects embedded operational presence and deep integration with Air Force Materiel Command acquisition and sustainment priorities across one of the service's largest installations.
SBA capabilities narrative
Gana-A'Yoo Construction Services JV (GCS JV) was formed to leverage the past performance of Kaiyuh Services, LLC & Khotol Services Corporation in the pursuit of SABER & JOC IDIQ Construction contracts. We presently hold one of the largest SABER contracts in the nation by dollar value, the SABER contract located at Wright-Patterson Air Force Base. The type of work varies widely, from minor renovation projects to large industrial boiler refits. We are able to respond to requirements quickly. Our work under the Wallops Island MATOC is just beginning & promises to hold great opportunity for GCS JV. Similarly, the Plains JOC is the 4th region within the 19-state territory of the 88th Regional Support Command served by a Gana-A'Yoo firm. GCS JV was lastly awarded a JOC with the Smithsonian Institution in Washington, DC for minor O&M type construction orders.
