About this program
The CDC's Centers for Disease Control and Prevention funds HIV prevention, treatment, care, and research demonstration projects under Assistance Listing 93.941, with the most recent grant award on June 1, 2024.
The program supports applied research and demonstration projects that develop, test, and disseminate HIV prevention strategies targeting hard-to-reach populations at risk. Recent awards fund behavioral and implementation science research addressing HIV prevention among racial and ethnic minorities disproportionately affected by the epidemic, including men who have sex with men, Black cisgender women, transgender women, people who inject drugs, and Latinx and Caribbean populations. Activities also include school-based adolescent sexual health and HIV/STD prevention programs, PrEP (pre-exposure prophylaxis) navigation and implementation in clinical and community settings, telehealth and data-to-care strategies for medication adherence and retention in HIV care, and research on novel biomedical HIV prevention tools. Projects run 1 to 5 years, with non-competitive continuation funding available after initial awards contingent on satisfactory progress.
The program has distributed $1.16 billion in combined federal obligated dollars across 294 awards since 2002. Cooperative Agreements dominate the funding mix at 59 percent of awards (174 grants), with Block Grants at 23 percent and Project Grants at 18 percent. The CDC's Division of HIV Prevention accounts for the overwhelming majority of awards and federal dollars obligated, concentrating funding in its strategic priorities around prevention implementation and research capacity in minority communities.
Recent award amounts range from under $500 thousand to roughly $5 million to $7.6 million for larger implementation research studies. Recent examples include five cooperative agreements issued June 1, 2024, totaling approximately $1.75 million to $2.1 million each, supporting PrEP uptake research among Black women, Latinx sexual and gender minorities, and implementation of oral and long-acting injectable PrEP services in federally qualified health centers. A September 2023 award of $5.86 million supported the Project PROVIDE study on PrEP optimization via implementation, dissemination, and evaluation.
Two opportunities are currently open. RFA-PS-24-063 (Minority HIV Research Initiative) closed January 16, 2024, and supports epidemiologic, behavioral, and implementation science research in racial/ethnic minority communities disproportionately affected by HIV aligned with the Ending the HIV Epidemic initiative. RFA-DP-24-138 (What Works in Schools), posted December 11, 2023, with an April 1, 2024, due date, funds school-based or school-linked demonstration projects addressing sexual and reproductive health, mental and behavioral health, suicidality, substance use, and violence among youth in rural or American Indian/Alaska Native communities.
