About this program
The Department of Health and Human Services Administration for Children and Families operates the Social Services Research and Demonstration program (CFDA 93.647) to support research and demonstration projects that prevent and reduce dependency, with the most recent grant award disbursed on August 31, 2026.
The program funds a diverse portfolio of concrete community-based projects addressing poverty and family stability. Recent awards support diaper distribution programs with wraparound services, food access and nutrition education initiatives, childcare expansion, housing stability for families and seniors experiencing homelessness, postpartum nurse home visiting, legal representation for children in family court proceedings, workforce development and financial literacy training, mentorship and youth development programming, and evidence-based prevention services targeting child abuse and neglect. The program also funds research and evaluation activities examining behavioral interventions, family economic mobility, and policy-relevant investigations into service effectiveness for low-income populations.
Over 1,656 total awards since 1997, the program demonstrates sustained activity with recent acceleration: 195 awards in 2023, 92 in 2024, and 61 in 2026. Awards are predominantly Project Grants (88 percent), with smaller shares of Block Grants (7 percent) and Cooperative Agreements (6 percent). Combined federal dollars obligated total $725.7 million; recipients contributed an additional $14.9 million in non-federal cost-share, reflecting modest matching requirements across the portfolio.
All funding derives from the Administration for Children and Families, which distributed $331.6 million across 1,241 awards, $311.6 million across 362 awards, and $82.5 million across 53 awards—indicating concentrated activity within ACF divisions. Recent awards range from $25 thousand for dissertation research in behavioral economics to $8 million for a statewide postpartum support coordination program. Representative recent awards include $2.7 million to expand workforce reentry programming in Kentucky, $2.3 million for financial capability and educational savings accounts for families with young children in Hawaii, and $2 million for statewide 211 system integration in Georgia.
Two cooperative agreements with September 2026 deadlines remain open: the Diaper Distribution Demonstration Research Pilot (HHS-2026-ACF-OCS-EDA-0024, due September 15, 2026) offering approximately $29 million through fourteen awards to CSBG state associations, tribes, and territories to evaluate diaper distribution paired with wraparound services; and the Affordable Housing and Supportive Services Demonstration (HHS-2026-ACF-OCS-EAH-0027, due August 24, 2026) supporting CAAs and tribes owning affordable housing to coordinate public welfare and support service enrollment for residents. Additional recent opportunities target youth homelessness prevention (August 31 deadline), research center development in family economic well-being (August 31 deadline), and a five-year National Research Center for Promoting Work and Strong Families (August 31 deadline).
Objective and description
- Objective
The Social Services Research and Demonstration program (SSRD) was authorized to promote research and demonstration projects related to the prevention and reduction of dependency, or to improve the administration and effectiveness of programs intended
- Description
Projects funded under SSRD include the Diaper Distribution Demonstration and Research Pilot. The objectives of the Diaper Distribution Demonstration and Research Pilot are to evaluate the ability of community action agencies, social services agencies, and other non-profit community organizations to provide diapers and diapering supplies on a consistent basis through diaper distribution programs while also providing wraparound support services for families with low incomes.
Eligibility
- Applicant eligibility
Awards eligibility is limited to CSBG state associations, tribes that were funded directly by CSBG in FFY 2025, and CSBG-funded territories.
- Beneficiary eligibility
Children, youth, and families, especially low-income families, will benefit.
- Uses of assistance
Awards are made for innovative research, demonstrations, and evaluations that are responsive to the ACF program priorities. Funding provided through the DDDRP grant may be used primarily to procure diapers and diapering supplies, with up to 10% of awarded funds allowable for activities such as coordinating wraparound services, facilitating participant enrollment, and conducting data collection. All applications must meet standards of excellence in research, demonstration, or evaluation design.
- Use restrictions
Construction or the purchase of real estate is not allowable.
- Length and time phasing of assistance
Funds are awarded on a 1- to 5-year basis, with support beyond the first year contingent upon acceptable evidence of satisfactory progress, continuing program relevance, and availability of funds.
How to apply
- Criteria for selecting proposals
The criteria for selecting proposals will be published in the NOFO.
- Award procedure
Each application is reviewed against four factors: eligibility, the application deadline, required electronic submission or waiver requested and approved, and the Award Ceiling. If the application does not meet all of these factors, then it is disqualified from the merit review process. After the initial review, applications are reviewed and evaluated by merit review panels using only the criteria described in the Application Review section of the NOFO. Each panel is composed of experts with knowledge and experience in the area under review. Generally, review panels include three reviewers and one chairperson. While merit review scores and their ranking are not binding, ACF does consider them when selecting projects for funding. Scores and rankings are only one element used in the award decision-making process. Other criteria are explained in the Program Description section and in the Application Review section of the NOFO. For example, ACF may reserve the right to consider preferences to fund organizations serving emerging, unserved, or under-served populations, including those populations located in pockets of poverty. In addition, ACF reserves the right to evaluate applications in the larger context of the overall portfolio by considering the geographic distribution of federal funds (e.g., ensuring coverage of states, counties, or service areas) in its pre-award decisions. ACF may elect not to fund applicants with management or financial problems that would indicate an inability to successfully complete the proposed project. In addition, ACF may elect to not allow a prime recipient to subaward if there is any indication that they are unable to properly monitor and manage subrecipients. Applications may be funded in whole or in part. Successful applicants may be funded at an amount lower than requested.
- Time to approval or disapproval
From 60 to 365 days. Generally, solicited grants and cooperative agreements will be acted upon within 120 days.
- Renewals
Non-competing continuations will be issued based on availability of funds, satisfactory progress, compliance with grant terms and conditions and a determination that continuation funding is in the best interest of the federal government.
- Appeals
There is no appeal process for unsuccessful applicants. For existing recipients, appeals regarding disputes may take place in accordance with 45 CFR Part 16, subject to the limitations of the Appendix A.
