About this opportunity
The Administration for Children and Families is soliciting applications for cooperative agreements to fund diaper distribution demonstration and research pilot programs, with an application deadline of September 15, 2026, and approximately $29 million available across 14 awards ranging from $500,000 to $2,000,000 per recipient. A mandatory 9% cost-share requirement applies to all applicants, payable through cash or in-kind contributions.
Eligible applicants are Community Services Block Grant (CSBG) state associations, tribes and territories funded directly by CSBG in fiscal year 2025, and individual Community Action Agencies in states without a CSBG state association or where the association declines to apply (with majority support from other CAAs in the state). Applications from individuals, sole proprietors, and foreign entities are ineligible and will be disqualified.
The program is structured as a three-year project period with one budget period and a maximum project start date of November 1, 2026. Recipients must establish partnerships with at least one CAA and one local social service or nonprofit organization, and manage up to four diaper distribution partner sites. Required activities include establishing diaper distribution partnerships, providing training and technical assistance to partners, coordinating bulk purchasing to achieve economies of scale, referring enrolled families to employment and family stability services, and participating fully in federal evaluation. Diaper supply deliveries must occur no less than monthly. Funding may be used primarily for diapers and diapering supplies, with up to 15% allowable for coordinating services, facilitating enrollment, and data collection.
Merit review scoring totals 105 points across seven criteria: purpose and need (12 points), response (50 points), impact (10 points), resources and capabilities (8 points), budget (10 points), ACF priority alignment (10 points), and prior experience bonus points (5 points). Applications exceeding 75 pages or submitted after the deadline will be disqualified. The opportunity carries Assistance Listing number 93.647.
Synopsis
The Office of Community Services (OCS) announces the availability of funds for a Diaper Distribution Demonstration and Research Pilot (DDDRP). OCS anticipates awarding approximately $29 million available through fourteen cooperative agreements to eligible Community Services Block Grant (CSBG) state associations, tribes that were funded directly by the CSBG in fiscal year (FY) 2025, and the CSBG-funded territories. The Diaper Distribution Demonstration Research Pilot (DDDRP) is a demonstration program, designed to evaluate the implementation and impact of the DDDRP program. Specifically, the purpose is to test the ability of CAAs and other non-profit community organizations to 1) deliver a continuous, sufficient supply of diapers to caregivers and children with low incomes, who are American citizens or eligible residents, and to 2) improve these families overall health and economic well-being. There are five areas for activities. 1. Establishing diaper distribution partnerships with local service organizations to operate and expand diaper distribution programs.2. Providing training and technical assistance (T/TA) to help diaper distribution partners expand and/or strengthen existing diaper distribution programs. 3. Working with diaper distribution partners to make bulk purchases and ensure economies of scale. 4. Referring families receiving diapers to appropriate services that promote family stability, employment, and economic self-sufficiency and mobility. 5.Participating fully in the federal evaluation of DDDRP.
