About this opportunity
The Office of Planning, Research, and Evaluation (OPRE) within the Department of Health and Human Services' Administration for Children and Families is seeking applications for the Tribal Early Childhood and Family Economic Well-being Research Center (TRC), a cooperative agreement focused on supporting culturally responsive research for Indigenous early childhood and economic programs. The TRC will serve as a research hub for strategically disseminating information about early childhood programs including childcare, Head Start, home visiting, and Tribal TANF initiatives serving Native American communities. Key objectives include identifying and testing culturally meaningful research measures, facilitating secondary data analyses, providing professional development, and creating peer exchange platforms for Indigenous early childhood research. Applicants must demonstrate expertise in early childhood and family economic well-being research, with a project director holding a doctorate and a comprehensive research team. The application deadline is December 1, 2025, with merit review panels evaluating submissions based on research capabilities, cultural responsiveness, and potential impact on Indigenous communities.
The cooperative agreement will provide an estimated $1,000,000 per budget period, with a project period anticipated to span 60 months divided into five 12-month budget periods. The minimum award floor is $750,000, with a maximum ceiling of $1,000,000 for the first budget period. Successful applicants will be expected to establish a diverse Steering Committee, develop research frameworks, and honor tribal data sovereignty while disseminating findings to practitioners, policymakers, and the public. The research center will have a national scope, engaging with tribal program administrators, providers, tribal leaders, researchers, and federal staff across multiple program areas to generate actionable research and evaluation insights.
Synopsis
The Office of Planning, Research, and Evaluation (OPRE) announces the availability of funds and requesting applications for the Tribal Early Childhood and Family Economic Well-being Research Center (TRC). The TRC will support relevant and actionable research, evaluation, and measurement of ACF-funded early childhood and family economic well-being programs that serve Native American communities. The TRC program areas include child care programs, Head Start/Early Head Start center and home-based programs, and Tribal TANF. The primary goals of the TRC are to (1) conduct relevant and actionable research, evaluation, and measurement of early childhood programs and family economic well-being initiatives in Native American communities; (2) serve as a hub for information and peer exchange to promote this research, evaluation, and measurement. The TRC"s information sharing and research activities will be constructed with input from Tribal program administrators and providers, Tribal leaders, researchers, and federal staff from the TRC program areas. It is anticipated the project will have a 60-month project period, with five 12-month budget periods. The estimated funding per budget period is $1,000,000.
