About this opportunity
The Administration for Children and Families' Office of Community Services is soliciting applications for the Affordable Housing and Supportive Services Demonstration (AHSSD), a cooperative agreement funding opportunity with an application deadline of August 24, 2026. Eligible applicants are limited to Community Action Agencies (CAAs) and tribes that received direct Community Services Block Grant (CSBG) funding in FY 2025 and own affordable housing units while providing support services to residents. A mandatory 10% non-federal cost share is required.
Approximately $2.1 million in total federal funding will support 7 awards, with individual grants ranging from $150,000 to $300,000 over a two-year project period beginning September 30, 2026. The program aims to demonstrate improvements in housing stability, economic mobility, and well-being by boosting public welfare and support service enrollment for eligible American citizens residing in affordable housing and improving coordination of public and private assistance programs.
Recipients must expand supportive services through case management, direct service provision, referrals, or combinations thereof. Allowable services encompass employment and training, educational opportunities for children and adults, early childhood education and afterschool or summer programs, childcare or Head Start connections, older adult care, mental health and substance abuse treatment, services for individuals with disabilities, self-sufficiency resources, homeownership resources, financial literacy training, transportation, and healthcare services. Recipients must identify service gaps while incorporating resident voices and actively participate in federal evaluation activities.
Merit review evaluates applications on purpose and need (10 points), response approach (50 points), impact (15 points), resources and capabilities (15 points), line-item budget and narrative (10 points), and ACF priority alignment (10 points). Bonus points up to 5 are available for serving extremely low-income or formerly homeless households, for a total of 115 possible points. The funding opportunity number is HHS-2026-ACF-OCS-EAH-0027; the Assistance Listing is 93.647.
Synopsis
The Office of Community Services (OCS) intends to fund Community Action Agencies (CAAs) and tribes that received FY25 Community Services Block Grant (CSBG) awards and own affordable housing units. The purpose of the AHSSD is to demonstrate the potential for improving housing stability, economic mobility, and well-being by boosting public welfare and support service enrollment for residents of affordable housing who are American citizens. AHSSD does this by improving the coordination of public and private assistance programs to prevent and reduce dependency among this population cohort. Recipients will offer direct provision of specific public welfare and support services, internal referrals to assistance programs, external referrals to programming offered through other agencies, and/or case management and human-services coordination. Recipients must also provide services to eligible residents who live in affordable housing units. The range of service enrollment is broad, including educational opportunities for children and adults; afterschool and/or summer programs for children and teens; direct provision of childcare programs/opportunities for children ages 0 to 5 or connections to Head Start and Early Head Start programs; older adult care services; mental health, alcohol, and addiction services; services for Americans and eligible residents with disabilities; self-sufficiency resources; resources on homeownership; financial literacy training; transportation services for residents; referrals and connections to resources to help meet concrete needs; and healthcare services.
