About this program

The Department of Health and Human Services Health Resources and Services Administration (HRSA) funds technical assistance to state and regional Primary Care Associations, National Technical Assistance Programs, and Health Center Controlled Networks under CFDA 93.129, with the most recent grant awards dated August 1, 2026.

The program funds three distinct technical assistance models serving federally qualified health centers and health center look-alikes. State and Regional Primary Care Associations deliver statewide or regional training and technical assistance to existing and potential health centers across program requirements and performance improvement. National Technical Assistance Programs provide national-level coordination and direct technical assistance on clinical performance, operational excellence, and emerging health priorities. Health Center Controlled Networks strengthen networks of health centers by leveraging health information technology, data management, analytics, interoperability, and Uniform Data System implementation to improve service delivery and operational efficiency.

The portfolio spans 339 awards totaling $2.22 billion in federal obligations since 1985. Recent awards show strong activity: 4 awards in 2026 (through August), 5 in 2025, and 1 each in 2024 and 2023, after a large cohort of 49 awards in 2022. The assistance mix is predominantly Project Grants (90 percent, 304 awards) with a secondary share of Block Grants (10 percent, 34 awards) and one Cooperative Agreement. HRSA's Health Resources and Services Administration dominates funding, accounting for 149 awards obligating $2.16 billion in federal dollars, while the Office of the Assistant Secretary for Health funded 1 award worth $14.2 million.

Recent awards reflect three operational tracks. National Technical Assistance Programs awarded $16 million each to the National PCA Hub (August 2026, operational excellence focus), the National Association of Community Health Centers as the national TA and coordination center (August 2026, leadership development and resource dissemination), and Cicatelli Associates as the Clinical and Preventive Excellence NTAP (August 2026, clinical performance and health outcomes). Health Center Controlled Networks awarded $4.82 million, $2.82 million, and $2.12 million to networks in multi-state regions (August 2025, supporting UDS readiness, data management, and IT interoperability across participating health centers).

HRSA-27-014, posted August 3, 2026, solicits State and Regional Primary Care Association Cooperative Agreements for fiscal year 2027, open to domestic public, private nonprofit, and for-profit organizations, including new applicants and current PCA recipients. HRSA-26-009, posted December 22, 2025 with a due date of March 31, 2026, solicits National Technical Assistance Programs Cooperative Agreements targeting three organizations. HRSA-25-018 (posted June 7, 2024) seeks Health Center Controlled Network applications.

Objective and description

Objective

Improve the Quality of Care Provided by Healthcare Systems: Strengthening the overall effectiveness, safety, and patient experience of America's healthcare systems.

Description

State and Regional Primary Care Associations (PCAs) provide technical assistance (TA) to existing and potential health centers in their state or region. PCAs support health centers to improve the health of individuals and communities by increasing access to comprehensive, high-quality primary health care; fostering a health center workforce to address current and emerging needs; enhancing emergency preparedness and response; accelerating value-based care delivery; and advancing health center clinical quality and performance. National Technical Assistance Programs (NTAPs) develop, deliver, coordinate, and evaluate national-level TA to existing and potential health centers, both directly and collaboratively with other HRSA-supported TA programs. NTAPs support health centers to deliver comprehensive, high quality primary health care; improve chronic disease management, nutrition and preventive services; improve operational effectiveness, efficiency, and quality; and address emergent public health needs and priorities. Health Center Controlled Networks (HCCNs) support health centers within their established networks by strengthening and leveraging health information technology (HIT) to enhance delivery of affordable, accessible and high-quality primary care, with a focus on data management and analytics, interoperability of systems and digital health tools, and Uniform Data System (UDS) implementation.
