About this program
The Environmental Protection Agency funds solid waste management assistance grants through CFDA 66.808, with the most recent award disbursed on July 1, 2025. This program supports local, state, and tribal environmental agencies in developing plans and implementing projects for solid waste treatment using integrated waste management systems at local, regional, and national levels.
Award activity has declined significantly. The program distributed 920 total awards worth $73.9 million in combined federal dollars obligated (with $81.5 million total obligated including non-federal cost-share) since 1995. Recent annual output has contracted sharply: 2021 saw 28 awards, dropping to 26 in 2022, then 9 in 2023, 6 in 2024, and 4 in the partial 2025 year. The most recent award date of July 1, 2025, indicates the program remains active but with severely reduced disbursement velocity. The portfolio spans 920 awards across 13 distinct funding federal agencies, though funding is heavily concentrated: the Environmental Protection Agency accounts for 825 awards representing $59.4 million (81% of federal dollars), followed by EPA's Office of Land and Emergency Management at $5 million across six awards, and regional EPA offices combining to $5.3 million across 61 awards.
The program is predominantly Project Grants (73% of awards) with a substantial Cooperative Agreement component (27%), plus two Formula Grants (less than one percent). Awards range widely by type and scope. Representative recent awards include Livable Buckhead Inc receiving $102,510 for a multifamily composting program reaching 9,000 Atlanta residents; Land of Sky Regional Council receiving $75,000 for food waste reduction technical assistance across 100 North Carolina counties; NOVARE receiving $194,241 for a medical supply reuse hub serving 28 tribal nations and 231 healthcare training programs in EPA Region 8; and tribal capacity-building awards like a $626,000 cooperative agreement for the White Mountain Apache Tribe spanning five years of training and technical support.
Recent grant opportunities remain open. EPA Region 4 posted a Sustainable Materials Management grant (EPA-R4-LCRD-2024-11) on August 22, 2024, with a December 2, 2024 due date seeking projects across Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee; EPA Region 8 posted a Region 8 Sustainable Materials Management grant (EPA-R8-2024-SMM) on August 13, 2024, with a September 27, 2024 due date; and EPA's Office of Land and Emergency Management posted Tribal Program Support Cooperative Agreements (EPA-OLEM-OCPA-24-03) on August 23, 2024, with an October 10, 2024 due date focused on tribal capacity building. Earlier EPA Region 3 solicitations targeted food waste composting infrastructure upgrades in Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia. The program's priorities align with sustainable materials management, food waste diversion, and tribal environmental capacity building.
The severe decline in award counts over the past three years—from 28 awards in 2021 to just 4 in 2025—signals either constrained funding availability, a shift in EPA's strategy toward fewer, larger grants, or reduced demand. Current opportunities posted through late 2024 suggest regional EPA offices continue to solicit applications, but the overall program appears to have entered a lower-activity state compared to its historical performance.
