About this program
The Department of Veterans Affairs National Cemetery Administration (NCA) is funding K-12 educational outreach projects and cemetery research through the Veterans Legacy Grants Program (CFDA 64.204), with the most recent awards issued September 1, 2026, and a new opportunity posted July 6, 2026 for fiscal year 2027.
The program funds projects that research and document the histories of veterans interred in national, state, or tribal veterans cemeteries; produce K-12 lesson plans, curricula, and educational materials; train teachers to deliver this content in classrooms; and conduct community engagement activities such as guided cemetery tours and public storytelling events. Recent awards support projects ranging from World War II and Korean War veteran biographies to civil rights-era service histories, underrepresented populations including Buffalo Soldiers, Japanese American WWII veterans, Hmong American veterans, and United States Colored Troops, and production of digital walking tours, traveling exhibits, and student-generated research for the Veterans Legacy Memorial platform.
All 36 awards in the portfolio are Project Grants administered by a single funding agency—the Department of Veterans Affairs NCA. Combined federal dollars obligated total $15 million across the award history. Award cadence is steady: six awards in 2022, six in 2023, nine in 2024, seven in 2025, and eight in 2026 year-to-date. Recent individual award magnitudes range from approximately $125,000 to $356,000 for calendar-year projects. Representative recent awards include Texas State University's TexVet Legacy Project ($286,985) developing K-12 lesson plans and collecting veteran stories; University of Central Missouri's project ($255,451) researching Fort Scott National Cemetery and Missouri State Veterans Cemetery; and National History Day's Silent Heroes initiative ($356,582.80) identifying 50 teachers to document U.S. Navy and Coast Guard World War II veterans.
Eligible applicants are institutions of higher learning, educational institutions, independent school districts, state educational agencies, and 501(c)(3) nonprofits. The fiscal year 2027 opportunity (VA-NCA-VLGP-FY2027, posted July 6, 2026) offers grants up to a maximum of $400,000 per recipient. The prior fiscal year 2026 opportunity (VA-NCA-VLGP-FY2026, posted July 17, 2025 with a due date of March 27, 2026) capped awards at the same $400,000 maximum. The program's authorization under 38 U.S.C. Section 2400 note specifies a maximum grant value of $500,000; recent solicitations have reduced the per-award ceiling to $400,000. Grant periods run calendar-year, January through December.
