About this opportunity
The Department of Veterans Affairs National Cemetery Administration is seeking eligible applicants to conduct cemetery research and develop educational materials that teach about the histories of Veterans interred in national, State, or Tribal Veterans' cemeteries, with an emphasis on promoting community engagement and highlighting Veterans with significant local connections. Eligible applicants include independent school districts, state governments, public and private institutions of higher education, and 501(c)(3) nonprofits. Key requirements include developing grade-appropriate K-12 lesson plans and educational materials, teaching historical research methods that produce participant-generated biographies for the Veterans Legacy Memorial website, conducting at least one cemetery visit, and creating digital and non-digital outreach frameworks that extend beyond the grant period. Applications will be evaluated on five technical factors: Educational Materials (15 points), Veterans Legacy Memorial content (11 points), Outreach and Community Engagement (9 points), Team expertise and capacity (4 points), and Budget (4 points). The application deadline is March 27, 2026, at 5:00 p.m. Eastern Time, with award notifications expected approximately 90 days thereafter.
The Department anticipates awarding 6-9 grants ranging from $250,000 to $400,000 per recipient from a total funding pool of $2.2 million, with no cost-sharing or matching requirements. Projects are required to commence on or before September 1, 2026, with a 12-month period of performance. All funded recipients must comply with 2 C.F.R. Part 200 requirements and submit quarterly program performance reports and federal financial reports, with final reports due 120 days after the performance period ends. Performance will take place at applicant institutions and associated cemeteries throughout the nation.
Synopsis
The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) is awarding grants up to a maximum of $400,000 per recipient through the Veterans Legacy Grants Program (VLGP). Grant recipients would provide tools for the public to learn about the histories of Veterans interred in national cemeteries and state, territorial, and Tribal Veterans cemeteries. There is special interest in highlighting the histories of Veterans who have significant connections to their local communities. These grants support the President's priority to recognize that our nation's security, prosperity, and freedom would not be possible without our Veterans and, as demonstrated in Executive Order 14296 - Keeping Promises to Veterans and Establishing a National Center for Warrior Independence, that each veteran deserves our gratitude. These legacy grants ensure that Veterans are remembered for their sacrifices.
