About this program
The Department of Labor Employment and Training Administration is awarding grants under the Reentry Employment Opportunities program (CFDA 17.270) to fund workforce reintegration services for incarcerated and formerly incarcerated adults and justice-involved youth and young adults, with the most recent grant award disbursed on October 1, 2025.
The program funds workforce development services spanning three distinct populations. For adults, funding supports job readiness training, occupational skills development aligned with in-demand industries, apprenticeship pathways, case management, supportive services (housing, transportation, substance abuse treatment, mental health services), and post-release employment placement and retention support. For youth and young adults, grants finance paid work experiences, occupational education and training, violence prevention and conflict resolution programming, leadership development, mentorship, and placement into unsubsidized employment or education. Representative recent awards include Cooperative Agreement 25A75DJ000025 for $3.25 million to serve system-impacted populations, and Project Grants in July 2025 ranging from approximately $3 million to $8 million for adult employment services and youth opportunity programs. A March 2025 cooperative agreement for $10.2 million supported justice-involved youth workforce success across multiple sites.
Over the past five years, the program has disbursed 36 to 49 awards annually, totaling 738 awards since 2006 and combining $1.97 billion in federal obligations with $100 million in non-federal cost-share contributions. The portfolio is overwhelmingly dominated by Project Grants (93 percent of awards) with a smaller Cooperative Agreement component (7 percent). The Department of Labor Employment and Training Administration funds 700 of 738 awards at $1.9 billion federal dollars obligated; the broader Department of Labor funds an additional 37 awards at $59.2 million. Community-based organizations, nonprofits, state and local government agencies, tribal entities, and workforce investment boards are eligible applicants.
Two recent solicitations remain actionable. FOA-ETA-26-17, the Reentry Employment in Skilled Trades, Advanced Manufacturing, Registered Apprenticeships, and Training (RESTART) Initiative, is open until April 15, 2026, seeking to advance workforce readiness and employment for ex-offenders across all three populations through training in high-need American jobs. FOA-ETA-25-29, Pathway Home 6, closed March 14, 2025 but was planning to award $25 million in approximately 9 grants up to $4 million each for pre-release and post-release workforce services in state correctional facilities and local or county jails.

How to apply
- Criteria for selecting proposals
Criteria for each proposal are specified in the applicable request for proposals.
- Award procedure
Procedures for each project are specified in the applicable request for proposals. The general procedure is as follows: A technical review panel composed of staff from ETA program offices as well as peer reviewers evaluate submitted and eligible applications. After awardees are notified, the list of awardees is posted on the ETA Web site at www.dol.gov/agencies/eta/grants. If an application is rejected, a letter is sent to the applicant as notification that they were not selected as a recipient of the grant.
