About this opportunity

The Department of Labor Employment and Training Administration is soliciting grant applications for the Reentry Employment in Skilled Trades, Advanced Manufacturing, Registered Apprenticeships, and Training (RESTART) Initiative to develop workforce training programs serving formerly incarcerated individuals across three age groups: youth (15-17 years), young adults (18-24 years), and adults (25+ years). Eligible applicants include state governments, tribal governments, federally recognized tribes, and 501(c)(3) and non-501(c)(3) nonprofit organizations, each subject to restrictions on application submissions based on target population served. Applicants must design programs that provide occupational skills training in high-demand sectors including shipbuilding, artificial intelligence infrastructure, advanced manufacturing, nuclear energy, transportation, domestic mineral production, and information technology, along with required services such as career development, individual development plans, supportive services, mentorship, and 12-month follow-up. Mandatory partnerships must be established with criminal justice system entities, workforce development boards, state apprenticeship agencies, local reentry organizations, and at least three employers in targeted industries, with modified requirements for states or tribes with populations under 1,000,000. Applications will be evaluated on statement of need, expected outcomes, project design, past performance, budget justification, and priority considerations, with a maximum 106 points available, and must be submitted electronically through Grants.gov by April 15, 2026 at 11:59 p.m. Eastern Time.

The Department will award approximately $81,000,000 in initial funding across approximately 20 grants ranging from $1,000,000 to $5,100,000 per award, with the possibility of an additional $110,000,000 in FY 2026 funding if sufficient qualifying applications are received. Applicants must demonstrate the capacity to serve minimum participant targets ranging from 200 participants for funding requests of $1,000,000-$1,499,999 to 680 participants for requests of $5,000,000-$5,100,000. Grant performance periods will begin July 1, 2026 for a 42-month period, with services delivered in applicants' local communities where they maintain staff presence and serve justice-involved populations.

Synopsis

RESTART supports the advancement of workforce readiness skills and the attainment of employment for ex-offenders across three populations: youth (ages 15-17 years old), young adults (ages 18-24 years old), and adults (ages 25 years old and above). Funds will be awarded to eligible entities to develop programs to train ex-offenders for high-need American jobs and assist them in being productive contributors to the U.S. economy.
