About this opportunity

The Department of Labor Employment and Training Administration is seeking applications for the Growth Opportunities program across two funding rounds. The purpose of this program is to introduce and prepare justice-involved youth and young adults for the world of work and put them on a path to more equitable career opportunities, through placement into paid work experiences. In addition to paid work experiences, the program encompasses occupational education and training in in-demand industries, leadership development, a mentorship component, and placement into unsubsidized employment and/or education. Eligible applicants include nonprofits, tribal organizations, counties, independent school districts, and local governments. The application deadline for Round 4 is April 2, 2024, with a second application period for Round 5 running from July-October 2024.

Approximately $85 million in total funding is available across both rounds to fund an estimated 28 grants. Award amounts are expected to range from $2 to $5.1 million. The Reentry Employment Opportunities grant program under the Workforce Innovation and Opportunity Act will provide the funding, and successful applicants must meet performance metrics including education and employment rates, earnings, credential attainment, and reductions in recidivism and violent crime.
