About this program
The Department of Justice Office of Justice Programs Bureau of Justice Assistance funds regional multijurisdictional criminal information sharing and officer safety initiatives through the Regional Information Sharing Systems program (CFDA 16.610), with the most recent grant award disbursed October 1, 2024.
The program supports six Regional Information Sharing Systems (RISS) Centers that provide investigative support, secure information sharing, intelligence collaboration, and officer safety deconfliction services to more than 10,500 federal, state, local, tribal, and territorial law enforcement and criminal justice agencies. The six centers are the Rocky Mountain Information Network (RMIN), Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN), Mid-States Organized Crime Information Center (MOCIC), New England State Police Information Network (NESPIN), Regional Organized Crime Information Center (ROCIC), and Western States Information Network (WSIN). RISS Centers operate the RISSNET secure cloud system, which provides law enforcement access to criminal intelligence databases, property recovery tracking systems, and connectivity to more than 60 state and regional data sources. Centers also deliver case analysis, forensic analysis, equipment loans, investigative assistance, specialized training, and officer safety event deconfliction services (RISSAFE).
Over 90 awards since 1989 have obligated $815.2 million in combined federal dollars. The portfolio is predominantly Project Grants (60 percent), with substantial Cooperative Agreement (31 percent) and Block Grant (9 percent) components. The Bureau of Justice Assistance has issued 25 awards worth $325.7 million; the parent Office of Justice Programs issued 64 awards worth $482.7 million. Recent awards range from approximately $10 million to nearly $20 million annually per regional center. Representative recent awards include ROCIC at $19.966 million (July 2024), WSIN at $12.916 million (July 2024), MAGLOCLEN at $12.184 million (September 2024), and RMIN at $12.703 million (September 2024).
Two invited-application opportunities were posted recently. BJA FY 2026 Regional Information Sharing Systems (O-BJA-2026-172722, due September 1, 2026) invites the six RISS Centers to apply. BJA FY 2026 Justice Information Sharing Training and Technical Assistance Program RISS Support (O-BJA-2026-172797, due October 13, 2026) is restricted to the Institute for Intergovernmental Research, Inc. Both opportunities follow a consistent pattern of non-competitive invited applications to existing recipients; the program has maintained steady funding cadence with awards in 2024, 2021, 2018, 2015, and earlier years.
