About this opportunity
The Bureau of Justice Assistance (BJA) within the Department of Justice Office of Justice Programs is seeking applications from six pre-selected Regional Information Sharing Systems (RISS) Centers for a grant opportunity focused on supporting law enforcement information sharing and investigative collaboration. This funding opportunity aims to enhance multi-jurisdictional criminal justice efforts by providing secure communication networks, intelligence analysis, and investigative resources to federal, state, local, tribal, and territorial agencies. The RISS Centers will facilitate information exchange and support investigations targeting critical areas such as terrorism, drug trafficking, organized crime, gang activities, violent crime, and human trafficking. Applicants must be among the six invited RISS Centers and will be evaluated based on their ability to meet the program's objectives of reducing violent crime and supporting law enforcement through comprehensive information sharing. The application deadline is September 2, 2025, with the solicitation posted on August 25, 2025.
Historically, RISS Program federal grant awards have ranged from approximately $5 million to $16 million, with grant periods typically spanning two to three years. The six regional RISS centers that will be eligible to apply include Mid-States Organized Crime Information Center (MOCIC), Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN), Rocky Mountain Information Network (RMIN), Regional Organized Crime Information Center (ROCIC), New England State Police Information Network (NESPIN), and Western States Information Network (WSIN). These centers will receive project grants or cooperative agreements to support their regional information sharing missions, with services focusing on secure information exchange, event deconfliction, investigative analysis, equipment loans, and specialized law enforcement training. The place of performance will be across the respective regional jurisdictions of each RISS Center.
