About this opportunity
The Bureau of Justice Assistance is soliciting applications for the Justice Information Sharing Training and Technical Assistance Program (RISS Support) as a cooperative agreement with an application due date of October 13, 2026, but this opportunity is restricted to a single eligible applicant: The Institute for Intergovernmental Research, Inc (IIR), the only entity that received an official invitation letter from BJA.
One cooperative agreement award of $350,000 is anticipated. The period of performance runs from October 1, 2024, through September 30, 2028. No cost share is required. This funding continues support services to the six Regional Information Sharing Systems (RISS) Centers and the RISS Technology Support Center (RTSC) under BJA's Justice Information Sharing Training and Technical Assistance Program, a carve-out from the broader RISS allocation.
Program objectives focus on three primary goals: sustaining nationwide governance and partner coordination among RISS Centers, strengthening performance reporting and data management capabilities, and expanding training and technology support. The program prioritizes directly supporting law enforcement operations, combatting violent crime, supporting American citizens, protecting children, and supporting trafficking and sexual assault victims.
Applicants must submit the SF-424 form in Grants.gov by October 13, 2026, at 11:59 PM ET, followed by the full application in JustGrants by October 15, 2026, at 8:59 PM ET. The proposal narrative is limited to ten pages (double-spaced) and must address need description, project goals and objectives, project design and implementation, and capabilities and competencies. Supporting materials include a detailed budget, proposal abstract (2,000 characters maximum), financial management questionnaire, and agency funding priorities inventory.
The program is authorized under Public Law 90-351, Title I, Section 1301 (codified at 34 U.S.C. 10321) and the Department of Justice Appropriations Act, 2026. The Assistance Listing number is 16.610.
