About this program
The Department of the Interior Fish and Wildlife Service awards North American Wetlands Conservation Fund grants (CFDA 15.623) to support wetlands protection, restoration, and enhancement across North America, with the most recent grant award issued on November 1, 2025.
The program funds long-term conservation projects that protect, restore, and enhance wetlands and associated upland habitats to benefit migratory birds, waterfowl, and other wildlife. Recent awards exemplify the scope: a $10.7 million project enhanced 4,000 acres of coastal wetlands in southeast Louisiana through marsh terracing and water control structure replacement; a $9 million project protected 2,849 acres through fee-title acquisition; and a $3.7 million project protected 615 acres via fee acquisition and 1,848 acres through conservation easements while enhancing 2,219 acres across Kansas, Colorado, and Missouri. Smaller projects include habitat acquisition and restoration at individual sites ranging from tens to hundreds of acres. Grant awards support 2–3 year project terms and require that all funds be spent or returned to the Service within that period.
The program is predominantly Project Grants (97 percent of awards), with a smaller share of Cooperative Agreements (3 percent). Over 1,846 historical awards totaling $1.22 billion in federal obligated funds have been disbursed, with total project value (including non-federal match) reaching $3.54 billion. Award volume has declined from 105 awards in 2021 to 29 in 2025 (year-to-date as of November 2025). Funding is concentrated within the Fish and Wildlife Service: the FWS Headquarters office and regional offices issued the program's awards, with FWS Region 9 Headquarters accounting for 775 awards and $797.4 million federal dollars, and the main FWS office issuing 1,063 awards and $415.4 million federal dollars.
The program requires a mandatory 1:1 non-federal match to federal grant funds. Applicants include state and tribal governments, municipalities, nonprofits, and private organizations that have developed partnerships for wetlands conservation in the U.S., Canada, and Mexico. The proposal-to-approval timeline averages 7 to 10 months. Proposals are evaluated by U.S. Fish and Wildlife Service staff, then reviewed and ranked by the North American Wetlands Conservation Council, and finally approved by the Migratory Bird Conservation Commission.
An open opportunity remains: F27AS00008 (NAWCA 2027-1 US Standard Grants) due September 25, 2026, soliciting competitive projects in the U.S. involving protection, restoration, and enhancement of wetlands and associated uplands with 1:1 match requirement. Earlier 2026 opportunities for U.S. Small Grants, Canada, and Mexico rounds closed in June through May 2026.

Projects are awarded for 2-3 year terms, upon which time all funds must be spent or returned to FWS.
How to apply
- Criteria for selecting proposals
The North American Wetlands Conservation Council selects proposals based on factors given in Section 5 of the North American Wetlands Conservation Act, available funds, and other factors deemed important to meeting Act objectives.
- Award procedure
Applications go through eligibility review processes by U.S. Fish and Wildlife Service staff, and further review and ranking processes by the North American Wetlands Conservation Council (Council) Staff. Grant proposals are recommended for approval by the Council to the Migratory Bird Conservation Commission (Commission). The Council recommends proposals twice a year, in preparation for the Spring and Fall meetings of the Commission, when final funding is approved. The grants are administered by the U.S. Fish and Wildlife Service's Division of Bird Habitat Conservation. The U.S. Fish and Wildlife Service oversees the process of ensuring that projects are compliant with the National Environmental Policy Act (NEPA), Section 7 of the Endangered Species Act, and Section 106 of the National Historic Preservation Act, before projects are recommended by Council to the Commission.
- Time to approval or disapproval
The range of time from proposal submission to the approval/disapproval notification is 7 to 10 months
- Renewals
Proposals are funded on a project-specific basis. Requests for future funding must compete with other requests for project funding. A grant agreement can be modified or extended at the discretion of the Division of Bird Habitat Conservation.
