About this opportunity
The Department of the Interior Fish and Wildlife Service is soliciting applications for the North American Wetlands Conservation Act (NAWCA) 2027-1 US Standard Grants, competitive matching grants supporting public-private partnerships for long-term protection, restoration, and enhancement of wetlands and associated uplands habitats benefiting migratory birds, with applications due September 25, 2026. A mandatory 1:1 non-federal cost-share requirement applies; in-kind contributions are acceptable as matching funds.
Eligible applicants include state and county governments, city or township governments, federally recognized and non-federally recognized Native American tribal entities, 501(c)(3) nonprofits, non-501(c)(3) nonprofits, and small businesses. Institutions of higher education are ineligible. All applicants except individuals applying as natural persons must be registered in SAM.gov with a Unique Entity Identifier prior to submission.
Estimated total program funding is $46 million with approximately 25 expected awards. Individual award amounts range from a floor of $250,001 to a ceiling of $3 million. The period of performance runs June 1, 2027, to June 1, 2029. Awards are anticipated for issuance in May 2027.
Eligible grant costs include acquisition (fee-title, easements, leases, appraisals, legal fees), wetland restoration, enhancement or establishment activities, equipment ($10,000 and above), federal salary costs for Fish and Wildlife Service employees, prescribed burns, and indirect costs supported by a Negotiated Indirect Cost Rate Agreement or a 15 percent de minimis rate. Ineligible costs include stewardship, monitoring, proposal planning, administrative salaries prior to grant execution, mitigation activities required by federal or state regulations, law enforcement, research, vehicles, routine maintenance, and conservation education.
Proposals must address seven technical assessment questions covering waterfowl species benefits, non-waterfowl bird conservation, alignment with national and regional wetland priorities, wetland type status and trends, long-term conservation value, threatened and endangered species benefits, and partnership structure with detailed funding breakdown. Applications are submitted through GrantSolutions.gov and must include SF-424, SF-424A, SF-LLL forms (if applicable), project narrative using the mandatory NAWCA template, financial table with cost justifications, GIS shapefiles, signed partner contribution letters, and conflict of interest disclosures.
The CFDA number is 15.623. The North American Wetlands Conservation Council and Migratory Bird Conservation Commission provide review and final approval; the approval process runs 7 to 10 months from submission.
