About this opportunity

The U.S. Fish and Wildlife Service is soliciting competitive proposals for the North American Wetlands Conservation Act (NAWCA) 2026-2 US Standard Grants program to support public-private partnerships that conduct long-term protection, restoration, and enhancement of wetland and associated upland habitats. Eligible applicants include state and local governments, tribal governments and organizations, nonprofits with 501(c)(3) status, institutions of higher education, and small businesses. Projects must benefit waterfowl (ducks, geese, and swans) and other wetland-associated migratory birds consistent with the North American Waterfowl Management Plan, U.S. Shorebird Conservation Plan, Waterbird Conservation Plan for the Americas, and Partners in Flight Bird Conservation Plan. Proposals undergo eligibility review, merit review based on seven technical assessment questions covering waterfowl conservation, non-waterfowl migratory birds, geographic priorities, wetland status and trends, long-term conservation benefits, endangered species habitat, and partnership metrics, followed by risk assessment and Council consideration. Applications must be submitted through GrantSolutions.gov no later than 11:59 PM Eastern Time on May 7, 2026, with awards anticipated in May 2027.

Approximately $46 million in total federal funding is available for approximately 25 awards ranging from $250,001 to $3,000,000 per award, with all applicants required to provide a mandatory 1:1 non-federal match. The project performance period runs from May 7, 2027 to May 8, 2029, with recipients required to submit Federal Financial Reports and Program Performance reports throughout the grant period. Research funding is ineligible, and indirect costs are allowable if properly documented through negotiated rates or a 15% de minimis method. Projects are performed throughout the United States, with eligible cost categories including wetland acquisition, restoration, enhancement, establishment, and related long-term conservation work.

Synopsis

The U.S. Standard Grants Program is a competitive, matching grant program that supports public-private partnerships carrying out projects in the United States that further the goals of the North American Wetlands Conservation Act. The program promotes partnerships projects that must involve a) only long-term protection, restoration, and/or enhancement of wetland and associated upland habitats to benefit a variety of wetland ecosystems and b) maintaining an abundance of waterfowl (ducks, geese, and swans) and other populations of wetlands-associated migratory birds consistent with the objectives of the North American Waterfowl Management Plan, U.S. Shorebird Conservation Plan, Waterbird Conservation Plan for the Americas, and Partners in Flight Bird Conservation Plan. The program requires a 1:1 non-federal match and research funding is ineligible. This program supports the Department of Interior and U.S. Fish and Wildlife Service's mission of protecting and managing the nation's natural resources by collaborating with partners and stakeholders to conserve land and water and to expand outdoor recreation and access. The program for wetlands conservation and management grants is administered by the U.S. Fish and Wildlife Service's Migratory Bird Program. Thirteen partner organizations make up the North American Wetlands Conservation (NAWC) Council and participate in the review and assessment of proposals.
