About this program
The Bureau of Land Management's Aquatic Resources Management program (CFDA 15.244) funds riparian and wetland restoration, aquatic habitat improvement, and water resource management on public lands, with the most recent award dated October 1, 2025.
The program funds concrete restoration and monitoring work: riparian vegetation planting and invasive species removal, beaver dam analog and in-stream structure installation, fish passage barrier removal and culvert replacement, aquatic and riparian habitat inventory and monitoring using standardized protocols, water quality and quantity assessment, aquatic invasive species prevention and control, and watershed-scale capacity building. Recent awards show work ranging from living shoreline and sea turtle monitoring at Florida coastal sites, to low-tech process-based restoration of streams in Wyoming and Oregon, to assessment of mineral seep impacts on Alaskan fish populations.
The program is predominantly Cooperative Agreements (221 of 222 awards, or 100%), reflecting BLM's reliance on partner organizations for implementation and expertise.
Funding is highly concentrated among BLM regional offices. The BLM National Office leads by federal dollars obligated at $32.9 million across 27 awards (37% of total federal dollars), while the Oregon-Washington region leads by award count with 55 awards totaling $12.7 million. The Colorado Region, Montana-Dakotas, and Alaska Region follow, collectively accounting for 75 percent of federal dollars obligated.
Combined federal dollars obligated total $89.2 million across 222 awards since 2013, with non-federal cost-share contributions bringing the total to $93.2 million. Recent awards range from under $50,000 to multi-million-dollar multi-state efforts; the largest recent award was $3.768 million to Trout Unlimited for aquatic restoration across Idaho. Awards typically run up to five years, with most decisions reached within 120 days of announcement close.
Grant activity is robust and recent. The portfolio shows 31 awards in both 2023 and 2024, with 10 awards by October 2025 year-to-date. Multiple opportunities remain open across federal regions: FY25 solicitations for Headquarters, California, Wyoming, Colorado, Oregon/Washington, and Idaho programs, with application due dates ranging from February through July 2025. All solicitations welcome applications from tribal governments, nonprofits, state and local governments, and higher education institutions.

- Description
The Bureau of Land Management's (BLM) Aquatic Resources Program supports riparian and wetland areas, aquatic habitats, and water resources for a combination of balanced and diverse uses including the Nation's need for domestic sources of minerals, food, timber and fiber, fish and wildlife habitat, recreation, and the long-term needs of future generations. Program staff collaborate with Federal, State, Tribal, and local governments, and non-governmental partners to guide efficient environmental reviews and permitting actions on public lands; to avoid, minimize, or rectify impacts from permitted uses; to ensure water of suitable quality and quantity is available for beneficial uses; to improve habitat for fish and wildlife; and to control aquatic invasive species. The BLM's Aquatic Resources Program has opportunities to: 1) Ensure water availability to sustain healthy riparian and wetland areas, aquatic habitats, and beneficial uses; 2) Advance innovative decision support tools to inform efficient and effective environmental reviews, the use of BLM-managed lands, the protection of remaining high-quality habitats, and the strategic restoration of degraded systems; and 3) Restore degraded water resources, riparian and wetland areas, and aquatic habitats, with a focus on process-based approaches supporting the BLM's multiple use and sustained yield mission.
