About this program

The Department of Commerce National Telecommunications and Information Administration (NTIA) is funding development of open and interoperable 5G and next-generation radio access network (RAN) technologies under CFDA 11.038, the Public Wireless Supply Chain Innovation Fund, with the most recent grant awards issued in February 2025.

This ten-year competitive grant program accelerates technology development, deployment, and adoption of open RAN systems designed to reduce supply chain risk, lower costs for consumers and operators, and increase competition among telecommunications equipment suppliers. The program funds concrete hardware and software development activities: design and fabrication of open radio units (O-RUs) optimized for specific frequency bands and operator requirements; development of chipsets, front-end modules, and transceivers compatible with open standards; creation of testing and evaluation frameworks and methodologies for interoperability and security validation; AI and machine learning applications for RAN optimization and automated testing; supply chain security and traceability solutions; and software platforms enabling multi-vendor integration and deployment. Representative recent awards include Airspan Networks ($47.95 million) for accelerated open RU platform development using U.S.-based system-on-chip technology; John Mezzalingua Associates ($73.18 million) for advancing the ARMOR platform toward production-ready open RU variants for major U.S. mobile network operators; and Recon RF ($9.46 million) for ultra-efficient front-end modules for next-generation 5G and 6G open radio units.

All 36 awards in the program portfolio are Project Grants, with NTIA as the sole funding agency. The program has distributed $532.2 million in federal dollars since September 2023, with recipients contributing an additional $119.6 million in non-federal cost-share. Award velocity increased sharply in 2025, with 18 awards issued in the first two months compared to 11 awards total in 2023 and 7 in 2024. Recent awards range from approximately $2 million to $73 million, with a concentration of awards in the $9–47 million range supporting hardware and platform commercialization.

The most recent open opportunity is NTIA-PWSCIF-26-01 ("Solutions for AI-Native RAN"), posted July 14, 2026 with due date September 9, 2026, which solicits development of secure compute environments enabling artificial intelligence capabilities in RAN systems that generate operator revenue, cost savings, and third-party services, with demonstration of commercial business cases. Three earlier NOFO cycles have closed: the second NOFO (NTIA-PWSCIF-24-01) focused on open radio unit commercialization and innovation; the third (NTIA-PWSCIF-24-02) prioritized software solutions for industry verticals and integration automation; and the inaugural NOFO (NTIA-PWSCIF-2023) emphasized expansion of testing and evaluation methodologies.

Objective and description

Objective

The Innovation Fund is a ten-year, competitive grant program, advancing open wireless network technologies. The purpose of the Public Wireless Supply Chain Innovation Fund (Innovation Fund) program is to fund efforts that accelerate the development,

Description

The Innovation Fund aims to foster competition and innovation across the global telecommunications ecosystem, lower costs for consumers and network operators, and strengthen the 5G supply chain. The program's objectives include unlocking opportunities for innovative companies, particularly small and medium enterprises, to compete in a market historically dominated by a few suppliers, some of which present a high-security risk. Open and interoperable wireless networks offer numerous benefits over traditional, closed networks that will lower the barriers of entry for new and emerging companies. Using open and interoperable wireless networks allows operators to procure the best solutions for their specific needs by mixing and matching network components, rather than procuring proprietary end-to-end solutions from a single supplier. Open and interoperable networks may also reduce costs for consumers and network operators by increasing competition between 5G radio access network suppliers, leading to rapid innovation and/or potentially lowering capital expenditures and operating expenses. This increased competition will also drive innovation, leading to the development of new and improved RAN features. Ultimately, the increase in competition spurred by the shift to open networks will bolster resilience in the global telecommunications equipment market and enhance 5G supply chain security. Pursuant to the FY21 NDAA, the Innovation Fund facilitates the adoption of open and interoperable wireless networks through the following statutory objectives: i. Promoting and deploying technology, including software, hardware, and microprocessing technology, that will enhance competitiveness in 5G and successor wireless technology supply chains that use open and interoperable interface radio access networks (RAN). ii. Accelerating commercial deployments of open interface standards-based compatible, interoperable equipment. iii. Promoting and deploying compatibility of new 5G equipment with future open standards-based, interoperable equipment. iv. Managing integration of multi-vendor network environments. v. Identifying objective criteria to define equipment as compliant with open standards for multi-vendor network equipment interoperability. vi. Promoting and deploying security features enhancing the integrity and availability of equipment in multi-vendor networks. vii. Promoting and deploying network function virtualization to facilitate multi-vendor interoperability and a more diverse vendor market.
