About this opportunity
The City of Pendleton, Oregon is requesting sealed bids for West Secondary Clarifier rehabilitation at its Wastewater Treatment and Recycling Facility under the WWTRRF 2025 Improvements Project, with bids due June 25, 2026 at 2:00 p.m. and a mandatory pre-bid meeting with site visit on June 3, 2026 from 12:00 to 1:00 p.m. at 4300 SW Houtama Road, Pendleton. Bidders must be prequalified for the class of work and submit prequalification applications by June 24, 2026 at 1:00 p.m. The project is funded through a Clean Water State Revolving Fund loan and subject to federal disadvantaged business enterprise provisions and prevailing wage requirements under Oregon Bureau of Labor and Industries standards and Davis-Bacon Act, whichever is higher.
Scope includes removal and disposal of the existing clarifier mechanism, repair of concrete sump cracks, installation of pressure relief valves, installation of concrete bridge anchor blocks and new stairs with handrailing, installation of a new clarifier mechanism with updated wipers and associated equipment, reinstatement of the launder brush system, and coating and startup of new systems. All contractors and subcontractors must hold current Oregon Public Works Contractor licenses. All iron and steel products must meet American Iron and Steel requirements with proper documentation. Work is performed under unit price bid with lump sum items for demolition, clarifier rehabilitation and equipment installation, concrete repairs, and mechanism coating. The facility must remain operational during construction with a maximum 90-consecutive-day outage for the West Secondary Clarifier and at least one secondary clarifier operational at all times. The contractor bears all costs for temporary facilities, dewatering, equipment modifications, waste disposal, environmental controls, and any night, weekend, or holiday work required to meet operational constraints, with no additional compensation for overtime.
The contract completion deadline is June 30, 2027. A 5% bid bond or certified check from an Oregon bank is required. Contractors with contract prices exceeding $100,000 must file a $30,000 Statutory Public Works Bond with the Construction Contractors Board before commencing work. A performance and payment bond in the full contract amount and Certificate of Insurance naming the City as co-insured with 30 days' cancellation notice are required. Liquidated damages of 0.1% per calendar day of total contract cost apply for missed completion dates. Award is anticipated at the City Council meeting on July 7, 2026.
